This 1967 notification details amendments to the Central Civil Services (Conduct) Rules, 1964, specifically concerning government servants’ participation in publishing books, articles, or broadcasts. The core change relaxes restrictions on literary, artistic, or scientific contributions, removing the need for prior sanction in such cases. This aims to foster intellectual and creative pursuits among civil servants while maintaining safeguards against conflicts of interest. The rules clarify that publication can be under one’s own name, a pseudonym, or anonymously, and outline distribution of the notification to various ministries, commissions, and territories.
