This notification introduces the Central Civil Services (Classification, Control and Appeal) Second Amendment Rules, 2017, which amend the principal rules from 1965. These amendments come into effect immediately upon their publication in the Official Gazette. The key changes are detailed in a schedule that modifies Part V of the existing rules. Specifically, for ‘Naval Headquarters’, the Chief of Personnel is now authorized to impose all penalties. Furthermore, various Flag Officers, Commandants, Programme Directors, Admiral Superintendents, and Chief General Managers within the Naval command structure are now specified as competent authorities to impose penalties ranging from (i) to (iv) on officers under their respective jurisdictions. This update refines the disciplinary procedures and authorities within the Central Civil Services, particularly concerning naval personnel.
