सरकार, 655(अ).— राष्ट्रपति, भारत के संविधान के अनुच्छेद 309 के परन्तुक और अनुच्छेद 148 की धारा (5) द्वारा प्रदत्त व्यक्तियों का प्रयोग करते हुए और भारतीय लेखा परीक्षा और लेखा विभाग में कार्यरत व्यक्तियों के संबंध में भारत के नियंत्रक और महालेखा परीक्षक द्वारा परामर्श करने के पश्चात् केन्द्र सरकार के कार्यो से जुडे केन्द्रीय सिविल सेवा और सिविल पदों में अवर श्रेणी लिपिक के पद पर सीधी भर्ती से नियुक्त किए जाने वाले व्यक्तियों की शैक्षिक और अन्य योग्यताओं को विनियमित करने के लिए एतद्वारा निम्नलिखित नियम बनाते हैं, अर्थात् :
- लघु शीर्ष और प्रारंभ— (1) इन नियमों का नाम केन्द्रीय सिविल सेवाएं और सिविल पद, अवर श्रेणी लिपिक (सीधी भर्ती वालों की शैक्षिक और अन्य योग्यताएं) नियमावली, 2010 है।
(2) ये शासकीय राजपत्र में इनके प्रकाशन की तारीख से लागू होंगे।
- लागू होना— ये नियम केन्द्र सरकार के अन्तर्गत आने वाली केन्द्रीय सिविल सेवाओं और सिविल पदों और भारतीय लेखा परीक्षा और लेखा विभाग के अन्तर्गत आने वाले अवर श्रेणी लिपिक के सभी पदों पर लागू होंगे।
- अवर श्रेणी लिपिक के पद पर सीधी भर्ती से आने वालों के लिए अपेक्षित शैक्षिक और अन्य योग्यताएं— केन्द्रीय सिविल सेवाओं और पदों के अवर श्रेणी लिपिक के पद से संबंधित किसी भी भर्ती नियम में निहित किसी भी बात के बावजूद, सीधी भर्ती की पद्धति से अवर श्रेणी लिपिक के ऐसे पद पर नियुक्त किए जाने के लिए पात्र होने वाले व्यक्तियों के लिए शैक्षिक और अन्य योग्यताएं निम्नानुसार होंगी :—
“(i) मान्यता प्राप्त बोर्ड अथवा विश्वविद्यालय से 12वीं कक्षा पास अथवा समकक्ष योग्यता;
(ii) अंग्रेजी में 35 शब्द प्रति मिनट की न्यूनतम गति अथवा हिन्दी में 30 शब्द प्रति मिनट की न्यूनतम गति से कम्प्यूटर पर टाइपलेखन उत्तीर्ण किया हो (प्रत्येक शब्द के लिए 5 की डिप्रेशन की औसत पर 10,500 की डिप्रेशन प्रति घंटा/9000 की डिप्रेशन प्रति घंटा के तद्नुरूपी 35 शब्द प्रति मिनट और 30 शब्द प्रति मिनट)।

NOTIFICATION
New Delhi, the 4th August, 2010
G.S.R. 655(E).— In exercise of the powers conferred by the proviso to article 309 and clause (5) of article 148 of the Constitution, and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules regulating the educational and other qualifications for direct recruits to the post of Lower Division Clerk in the Central Civil Services and Civil Posts in connection with the affairs of the Union, namely :—
- Short title and commencement— (i) These rules may be called the Central Civil Services and Civil Posts, Lower Division Clerk (Educational and other Qualifications for Direct Recruitment) Rules, 2010.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Application.-These rules shall apply to all posts of Lower Division Clerk in the Central Civil Services and Civil Posts under the Central Government and under the Indian Audit and Accounts Department.
3. Educational and other qualifications required for direct recruits to the post of Lower Division ClerkNotwithstanding anything contained in any recruitment rules relating to the post of Lower Division Clerk, borne on the Central Civil Services and Posts, the educational and other qualifications required for persons to be eligible to
be appointed to such post of Lower Division Clerk by the method of direct recruitment shall be as under :-
“(i) 12th class pass or equivalent qualification from a recognized Board or University;
(ii) should pass type writing in English with a minimum speed of 35 words per minute or in Hindi with a minimum speed of 30 words per minute on computer ( 35 words per minute and 30 words per minute correspond to 10500 KDPH/9000 KDPH on an average of 5 key depression for each word)”.
