This office memorandum addresses requests from various Ministries/Departments to retain officers after their promotion and nomination to other cadres. The Department of Personnel & Training has decided to deny these retention requests, citing the officers’ regular promotion and the existing rotational transfer policy. Ministries are instructed to relieve the concerned officers immediately to facilitate their promotion and joining at their new postings. This clarifies the government’s stance on adhering to established transfer and promotion procedures within the CSSS.
