Consequent upon appointment to IAS from Non-State Civil Service category of Punjab Cadre on the basis of inclusion of name in the Select List 2016 vide DoPT’s Notification No. 14015/18/2017-AIS-(I)-B dated 24.01.2018 and on receipt of the proposal from the Government of Punjab vide their letter No. 05/19/2017-IAS(6)/493 dated 12.02.2018. The Seniority /year of allotment of officer has been computed under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987, as amended vide Notification No.14014/4/2011-AIS-I dated 5.5.2016 and other relevant rules:-

No. 1 in the Select List of 2016 (NonSCS category) of Punjab Cadre has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List.
2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officer whose name has been mentioned at SI. No. 1 of the Select List of 2016 shall be placed below Dr. Bhupinder Pal Singh, the junior most promotee IAS officer of 2011 batch (Non-SCS category) of Select List 2015) and above Dr. Shena Aggarwal, senior most RR IAS officer of 2012 batch of Punjab Cadre.
