ORDER
Consequent upon appointment to IAS of Punjab Cadre of Non-State Civil Service officers on the basis of inclusion of their names in the Select List 2019 vide DoPT’s Notification No. 14015/18/2020-AIS-(I)-B dated 01.03.2021 and on receipt of the proposal from the Government of Punjab vide letter No. PERS-IASOPROM/3/2020-7S/205 dated 12.03.2021. The Seniority /year of allotment of officers has been computed under Rule 3(3) (iii) of IAS (Regulation of Seniority), Rules 1987, as amended vide Notification No.14014/4/2011-AIS-I dated 5.5.2016 and other relevant rules. Weightage formula is as under:-

Page 1 of 2* Seniority/year of allotment of officers mentioned at SI. No. 2 in the Select List of 2019 (Non-SCS category) of Punjab Cadre has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List.
2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name have been mentioned at SI. No. 1 & 2 in the Select List of 2019(Non-SCS) shall be placed below Shri Bhupinder Singh-II, the junior most promotee IAS officer of 2012 batch (Select List 2017-SCS Category) and above Smt. Syed Sehrish Asgar, senior most RR IAS officer of 2013 batch of Punjab Cadre.
