ORDER

Consequent upon appointment of officers of West Bengal Cadre from State Civil Services (Non-SCS category) to IAS on the on the basis of inclusion of their names in the Select List of 2017 vide DoPT’s Notification No. 14015/24/2018-AIS-(I)-B dated 22.02.2019 and on receipt of the proposal from the Government of West Bengal vide their letter No.590-HR/O/IAS/5C-01/19 (part III) dated 14.03.2019, the seniority/year of allotment of the officers has been computed under Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987, as amended vide notification No.14014/04/2011-AIS-I dated 5.5.2015 and other relevant rules as amended from time to time with weightage formula:-

  • Seniority/year of allotment of officers mentioned at SI. No. 2 and 3 in the Select List of 2017(NonSCS Category) has been restricted under provisions of the rule 3(3)(ii) of IAS(Regulation of Seniority ) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose name has been mentioned at SI. No. 1 to 3 in the Select List of 2017 (Non-SCS quota) shall be placed below Shri Utpal Biswas-II, the junior most promotee IAS officer of 2009 batch (SL-2017-SCS category) and above Ms. Joyoshi Das Gupta, senior most RR IAS officer of 2010 batch of West Bengal Cadre.
