ORDER
Consequent upon appointment of officers of Uttarakhand Cadre from State Civil Services (SCS category) to IAS on the on the basis of inclusion of their names in the Select List of 2013 vide this Department’s Notification No.14015/23/2015-AIS-(I)-B dated 10.11.2017 and on receipt of the proposal from the Government of Uttarakhand vide their letter No. 1682/XXX-1-17-12(07)/2017 dated 21.12.2017, the seniority/year of allotment of the officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987, and other relevant rules as amended from time to time. Weightage formula is as under:-

- As per proviso to Rule 3(ii) of IAS (Regulation of Seniority) Rules, 1987, year of allotment of officers viz Ram Bilas Yadav SI. No. 1 and Capt. Alok Shekhar Tiwari at SI. No. 2 in the Select List of 2013 has been restricted.
3.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 1 to 3 in the Select List of 2013 shall be placed below Shri Atul Kumar Gupta, junior most promotee IAS officer of 2009 batch (appointed on the basis of Select List of 2012-SCS category) and above Smt. Iva Asheesh Srivastava, senior most RR IAS officer of 2010 batch of Uttarakhand cadre.
3.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned at SI. No. 4 to 5 in the Select List of 2013 shall be placed below Ms. Ranjana, junior most RR IAS officer of 2010 batch and above Dr. Ashish Kumar Srivastava, senior most RR IAS officer of 2011 batch of Uttarakhand cadre.
