No.14014/16/2005-AIS-1 Government of India Ministry of Personnel, Public Grievances & Pensions (Department of Personnel & Training) North Block, New Delhi Date 07.12.2017 ORDER Consequent upon appointment of officers from State Civil Services to IAS on the basis of inclusion of their names in the Select List of 2016 vide this Department’s Notification No. 14015/24/2016-AIS-I(B) dated 31.10.2017 and on receipt of the proposal from the Government of West Bengal vide their letter no. 2993-PAR(IAS)/Comm-06/2017(Part) dated 24.11.2017 the seniority/year of allotment of the officers has been computed under Rule 3(3)(ii) of the IAS (Regulation of Seniority) Rules, 1987 and other relevant rules as amended from time to time. Weightage formula is as under:-

- The seniority /year of allotment of Shri Uttam Kumar Patra at SI. No. 6 has been restricted as per proviso of the Rule 3(3) (iii) of the IAS (Regulation of Seniority) Rules. 1987 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names has been mentioned at SI. No. 1 to 4 of the Select List of 2016 shall be placed below Shri Probhudutta David Pradhan, junior most promotee (SCS category) IAS officers of 2007 batch(Select List of 2015) and above Ms. V. Lalithalakshmi, senior DR IAS officer of 2008 batch of West Bengal cadre. 2.2 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names has been mentioned at SI. No. 5 to 10 of the Select List of 2016 shall be placed below Shri Devi Prasad Karanam, junior most RR IAS officers of 2008 batch and above Ms. Shilpa Gourisaria, senior DR IAS officer of 2009 batch of West Bengal cadre.
