Appointment of Director, Census Operations (DCO) under Central Staffing Scheme

This memorandum outlines the approved procedures for the appointment of officers to the Director, Census Operations (DCO) post under the Central Staffing Scheme (CSS). Key decisions include that the post will continue to be filled under CSS, with only half the tenure on the post counting towards central deputation if held on a full-time basis. Officers can apply for central deputation before their DCO term ends, provided they have the RGI’s NOC and stay within the 7-year cadre limit, similar to officers from LBSNAA. Upon completing their DCO term, officers can also apply for central deputation without further cadre clearance, again subject to the 7-year limit. If an officer is repatriated by the State Government before their tenure ends, no extended cooling-off period will be applied. Furthermore, after three years as DCO, an officer can return to their cadre with the RGI’s NOC and ACC approval, without an extended cooling-off period. These changes are also applicable to officers currently on central deputation who have served as DCO, and waivers will be provided if extended cooling-off periods are inconsistent with this new policy.

OFFICE MEMORANDUM

Sub:- Appointment as Director, Census Operations (DCO), under the Central Staffing Scheme – reg.

The Appointments Committee of the Cabinet has approved the following with regard to appointment of officers to the post of Director, Census Operations (DCO):-
(i) The post would continue to be filled under the CSS.
(ii) Only half the period spent on the post would be counted as Central deputation under the CSS as long as the officer is holding the post on full time basis and not on additional charge basis.
(iii) Officers working on the post may apply for Central deputation before their term as DCO is over subject to the RGI’s ‘NOC’ being available, without the requirement of any further cadre clearance, subject to the ceiling of total stay away from the cadre of 7 years as in done in the case of officers in Lal Bahadur Shastri National Academy of Administration (LBSNAA).
(iv) Officers on the completion of their term as DCO may apply for central deputation under the CSS without the requirement of any further cadre clearance, subject to the ceiling of total stay away from the cadre of 7 years as is done in the case of officers of LBSNAA.
(v)- Where an officer working as DCO is repatriated on the request of the State Government before the completion of his tenure, no extended cooling off will be imposed on the officer.
(vi) After three years as DCO an officer may revert to his cadre with the NOC of the RGI and the approval of the ACC. In such a case extended cooling off will not be imposed.
2. The above changes would be applicable to officers currently on central deputation after working on the post of DCO. Similarly in cases where extended cooling off has been imposed not consistent with the above policy a waiver will be given.
