Subject: Appointment of Chief Information Commissioner and Information Commissioners in the Central Information Commission.

The Government of India has constituted a body under the Right to Information Act, 2005 (the Act) known as the Central Information Commission (Commission) to exercise the powers conferred on and to perform the functions assigned to it under the Act. It is located in New Delhi. The Commission shall have the Chief Information Commissioner and upto ten Information Commissioners. The powers and functions of the Chief Information Commissioner in the Central Information Commission are as per the RTI Act.
2. It is proposed to appoint Chief Information Commissioner and more Information Commissioners in the Commission. The Act provides that the Chief Information Commissioner and Information Commissioner shall be person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance.
3. Further, the Chief Information Commissioner and Information Commissioner shall not be a Member of Parliament or Member of the Legislature of any State or Union Territory, as the case may be, or hold any other office of profit or connected with any political party or carrying on any business or pursuing any profession. It is clarified that cessation/termination of holding of office of profit, pursuing any profession or carrying any business is a condition precedent to the appointment of a person as Chief Information Commissioner and Information Commissioner.
4. The Chief Information Commissioner and Information Commissioner shall hold office for a term of five years from the date on which he enters upon his office or till he attains the age of 65 years, whichever is earlier. The salary and allowances payable to the Chief Information Commissioner shall be the same as that of the Chief Election Commissioner and Election Commissioner respectively, subject to adjustment of the pensionary/retirement benefits availed by him, if any, in accordance with the provisions of the Act.
5. विषय : केन्द्रीय सूचना आयोग में मुख्य सूचना आयुक्त और सूचना आयुक्तों की नियुक्ति।
भारत सरकार ने सूचना का अधिकार अधिनियम, 2005 (अधिनियम) के अंतर्गत अधिनियम में प्रदत्त शक्तियों का प्रयोग करने एवं उसे सौंपे गए कार्यों के निष्पादन हेतु केन्द्रीय सूचना आयोग नाम से ज्ञात एक निकाय का गठन किया है। यह नई दिल्ली में स्थित है। आयोग में मुख्य सूचना आयुक्त एवं दस से अनधिक सूचना आयुक्त होंगे। केन्द्रीय सूचना आयोग में मुख्य सूचना आयुक्त की शक्तियां एवं दायित्व सूचना का अधिकार अधिनियम के अनुसार हैं।
2. आयोग में मुख्य सूचना आयुक्त और अधिक सूचना आयुक्तों की नियुक्ति किए जाने का प्रस्ताव है। अधिनियम में प्रावधान हैं कि मुख्य सूचना आयुक्त और सूचना आयुक्त विधि विज्ञान एवं प्रौद्योगिकी, समाज सेवा, प्रबंध, पत्रकारिता, जनसंपर्क माध्यम या प्रशासन तथा शासन का व्यापक ज्ञान और अनुभव रखने वाले जनजीवन में प्रख्यात व्यक्ति होगा।
3. इसके अतिरिक्त, मुख्य सूचना आयुक्त और सूचना आयुक्त यथास्थिति संसद का सदस्य या किसी राज्य या संघ राज्य क्षेत्र के विधान मण्डल का सदस्य नहीं होगा या कोई अन्य लाभ का पद धारित नहीं करेगा या किसी राजनैतिक दल से संबद्ध नहीं होगा अथवा कोई कारोबार या कोई वृत्ति नहीं करेगा। यह स्पष्ट किया जाता है कि मुख्य सूचना आयुक्त और सूचना आयुक्त के रूप में नियुक्ति से पूर्व संबंधित व्यक्ति को लाभ का पद, कोई कारोबार या व्यापार छोड़ना/बंद करना होगा।
4. मुख्य सूचना आयुक्त और सूचना आयुक्त उस तारीख से, जिसको वह अपना पद ग्रहण करता है पांच वर्ष की अवधि के लिए या पैंसठ वर्ष की आयु प्राप्त करने तक, इनमें से जो भी पूर्वत्तर हो, पद धारण करेगा। मुख्य सूचना आयुक्त को वेतन एवं भत्ते मुख्य चुनाव आयुक्त के समान देय होंगे बशर्ते कि इस अधिनियम के प्रावधानों के अनुसार उसके द्वारा लिए गए पैशन/सेवानिवृत्ति लाभ, यदि कोई हों, को समायोजित कर लिया जाएगा।
5. मुख्य सूचना आयुक्त और सूचना आयुक्त के पद पर नियुक्ति के लिए मापदंड पूरा करने वाले इच्छुक व्यक्ति अपने विवरण संलग्न प्रपत्र में अवर सचिव (आरटीआई), कार्मिक और प्रशिक्षण विभाग, नॉर्थ ब्लॉक , नई दिल्ली को डाक दवारा या ई-मेल usrti-dopt@nic.in के माध्यम से 12 अक्तूबर, 2015 तक भेज सकते हैं। राज्य/केन्द्रीय सरकार या अन्य किसी संगठन के अधीन सेवारत व्यक्ति अपने विवरण उचित माध्यम से भिजवाएं (प्रशासनिक मंत्रालय/विभाग/राज्य/संघ शासित क्षेत्र) यदि निर्धारित तारीख से पहले आवेदन की अग्रिम प्रति भेजी जाती है तो उचित माध्यम से आवेदन यथाशीघ भेजे जाने चाहिए ताकि अगली कार्यवाही हेतु उन पर विचार किया जा सके।
