Subject: Appointment in the grade of Principal Private Secretary (PPS) of Central Secretariat Stenographers Service (CSSS) for the Select List year 1998 inclusion of the name of Shri R. D. Pathak – reg.
The undersigned is directed to refer to this Department’s OM No. 5/5/2001-CS-II dated 09.12.2002 (copy enclosed) vide which Select List for the year 1998, prepared in accordance with sub-rule (4) of Rule 7 of Central Secretariat Stenographers’ Service (Private Secretary Grade) Rules, 1989 for appointment to the Private Secretary Grade (Designated as Principal Private Secretary) of CSSS. The name of Shri R. D. Pathak was not included in that list.
2. In the above context, it is stated that Shri R. D. Pathak, Private Secretary of Select List year 1983 was earlier considered by the designated DPC for inclusion in the Select List of Principal Private Secretary for the year 1998. The recommendations of DPC in respect of him were placed under Sealed cover as an FIR bearing RC No. 5(S)/2000/CBI/SCB-I/DL-1 u/s 465/469/471 IPC was registered against Shri R. D. Pathak by the CBI on 27.12.2000 and charge sheet was filed on 26.04.2002. The criminal case against Shri R. D. Pathak concluded with his acquittal vide Trial Court (ACMM, Karkardooma Court) judgement/order dated 08.04.2019. CBI confirmed that they have neither filed any appeal nor contemplating the same. The SLP No.2687/2016 filed by this Department was dismissed as withdrawn as per Order dated 28.07.2021 of Hon’ble Supreme Court.
3. In light of this Order of Hon’ble Supreme Court and in terms of Department of Personnel \& Training O.M. No. 22011/4/91-Estt.(A) dated 14.09.1992, the sealed cover in respect of Shri R. D. Pathak was opened and as per the recommendations of the DPC as contained in the sealed cover, competent authority has approved for inclusion of the name of Shri R. D. Pathak in the Select List of Principal Private Secretary of CSSS for the year 1998 at S.No. 8 A below Shri M.K. Bhardwaj (S.No. 8) and above Shri K. L. Srivastava (S. No. 9) of this Department’s OM No. 5/5/2001-CS-II dated 09.12.2002, subject to the terms \& conditions prescribed in DoP\&T’s O.M. No. 22011/4/91-Estt.(A) dated 14.09.1992.

OFFICE MEMORANDUM
Subject: – Appointment to the Private Secretary Grade of CSSS (Designated as PPS) in the pay scale of Rs.10000-15200 – Select List year 1998.
The undersigned is directed to forward herewith Select List for the year 1998, prepared in accordance with sub-rule (4) of Rule 7 of Central Secretariat Stenographers’ Service (Private Secretary Grade) Rules, 1989 for appointment to the Private Secretary Grade (Designated as Principal Private Secretary) of CSSS.
2. The concerned cadre authorities of CSSS are requested to notify the appointment of the officers working under them on regular basis to the PPS Grade provided they are clear from vigilance angle and no disciplinary proceedings are either pending or contemplated against them. The order of seniority of these officers in Private Secretary Grade of Central Secretariat Stenographers’ Service will follow the serial order given in the enclosed list, irrespective of actual dates of appointment to Private Secretary Grade (Designated as Principal Private Secretary)
3. A copy of the notification issued in this regard may be endorsed to this Department and Union Public Service Commission.
