Appointment and Seniority Allotment for Non-State Civil Service Officers to IAS Jharkhand Cadre

Recent advancements in civil service appointments have seen several officers from the Non-State Civil Service elevated to the esteemed Indian Administrative Service (IAS) within the Jharkhand Cadre. This process stems from their inclusion in the 2023 Select List, with their seniority and year of allotment being precisely determined under the provisions of the IAS (Regulation of Seniority) Rules, 1987, and its various amendments. Consequent upon appointment to IAS of Jharkhand Cadre from Non-State Civil Service on the basis of inclusion of their names in the Select List of 202,3 vide DoPT’s Notification No. 14015/10/2024-AIS-I(S.II&III)-B dated 03.02.2025 and on receipt of the proposal from the Government of Jharkhand vide their letter No. 1/सी0-203/2024 का0-725/ dated 10.02.2025, the seniority / year of allotment of these officers have been computed under Rule 3(3)(iii) of the IAS (Regulation of Seniority) Rules, 1987 as amended vide Notification No. 14014/04/2011-AIS-I dated 05.05.2016 and other relevant rules as amended from time to time as per following weightage formula:

*Seniority/year of allotment of officer mentioned at SI. No. 4 in the Select List of 2023 (Non-SCS Category) has been restricted under proviso of the Rule 3(3)(iii) of IAS (Regulation of Seniority) Rules, 1987 which provide that an officer shall not be assigned year of allotment earlier than year of allotment assigned to other officer senior to him in that Select List or appointed on the basis of earlier Select List. 2.1 As per Rule 4 of the IAS (Regulation of Seniority) Rules, 1987, the officers whose names have been mentioned above in the Select List of 2023 (Non-SCS) shall be placed below Shri Basharat Qayoom (RR:JH:2016), the junior most RR IAS officer of 2016 batch and above Shri Utkarsh Gupta (RR:JH:2017), senior most RR IAS officer of 2017 batch of Jharkhand Cadre. 3.
