Please find enclosed this Department’s Notification No. 13011/39/2005-
AIS-I dated 20th February, 2008 (English and Hindi versions) relating to the
Amendments in the Civil Services Examination Rules, 2008 thereto for publication
in Part I Section I of the Gazette of India (Extraordinary) dated the 20th February,
2008.

  1. It is requested that the Notification in English and Hindi may be published
    simultaneously in the Gazette of India (Extraordinary) dated the 20th February,
  2. These may please be printed accurately free of mistakes.

  3. It is also requested that fifteen thousand copies of the Gazette Notification
    may be sent to the Union Public Service Commission as early as possible but not
    later than 31st June, 2008 for their use. One hundred copies of the rules may also
    be supplied to this Department for reference and official use.

NOTIFICATION

No.13011/39/2005-AIS (I) – In the Rules for the Civil Services Examination, 2008 published in Part I, Section I of the Gazette of India (Extraordinary) dated 29.12.2007 the Central government hereby makes the following amendments in the Civil Services Examination Rules, 2008 as follows:-

  1. The existing rule 21 may be substituted by the following:-
    “21. A candidate must be in good mental and bodily health and free from any physical defect likely to interfere with the discharge of the duties as an officer of the service. A candidate who after such medical examination as Government or the appointing authority, as the case may be, may prescribe, is found not to satisfy these requirements will not be appointed. Any candidate called for the Personality Test by the Commission may be required to undergo medical examination. No fee shall be payable to the Medical Board by the candidate for the medical examination except in the case of appeal.

Provided further that Government may constitute a special Medical Board with experts in the area for conducting the medical examination of physically disabled candidates.

Note: In order to prevent disappointment, candidates are advised to have themselves examined by a Government Medical Officer of the standing of a Civil Surgeon, before applying for admission to the examination. Particulars of the nature of the medical test to which candidates will be subjected before appointment and of the standard required are given in Appendix III to these Rules. For the disabled ex-Defence Services Personnel, the standards will be relaxed consistent with the requirements of the Service(s).”
2. Para ‘2(b)’ below “REGULATIONS RELATING TO MEDICAL AND PHYSICAL EXAMINATIONS OF CANDIDATES” in “APPENDIX III” of the Civil Services Examination Rules, 2008 which reads “The medical examination shall be conducted in two parts, i.e. Part I which shall consist of the entire medical examination which the medical board may prescribe for a candidate, except the Radiographic Examination of the chest (X-ray test) and Part II which shall consist of Radiographic Examination (X-ray test of the chest). The part II shall be conducted only in respect of the candidates who have been declared finally successful on the basis of the examination” may be substituted by the following:

“2(b) Deleted.”

  1. Para ‘2 (a)’ below the heading “B. NON TECHNICAL” in the “REGULATIONS RELATING TO MEDICAL AND PHYSICAL EXAMINATIONS OF CANDIDATES” in “APPENDIX III” of the Civil Services Examination Rules, 2008 which reads “In the matter of co-relation of age-limit, height and chest girth of candidates of India (including Anglo-Indian race), it is left to the Medical Board to use whatever correlation figure are considered most suitable as a guide in the examination of the candidates. If there be any disproportion with regard to height, weight and chest girth, the candidates should be hospitalised for investigation and X-ray of the chest taken before the candidate is declared fit or not fit by the Board. However, the X-ray of the chest will be done in respect of the only such candidates who are directed to appearbefore the medical board for Part II of the medical examination” may be substituted by the following:

“2. (a) In the matter of co-relation of age limit, height and chest girth of candidates of India (including Anglo-Indian race), it is left to the Medical Board to use whatever correlation figure are considered most suitable as a guide in the examination of the candidates. If there be any disproportion with regard to height, weight and chest girth, the candidates should be hospitalised for investigation and X-ray of the chest taken before the candidate is declared fit or not fit by the Board.”

  1. “Proforma I” and “Proforma II” appearing at the end under the heading “MEDICAL BOARD’S REPORT” under “REGULATIONS RELATING TO THE MEDICAL AND PHYSICAL EXAMINATIONS OF CANDIDATES” in “APPENDIX III” of the Civil Services Examination Rules, 2008 may be substituted by Proforma as enclosed.

Note.-In the case of female candidate, if it is foundthat she is pregnant of 12 weeks standing or over, she would be declared temporarily unfit vide Regulation 9.
14. (i) State the service for which the candidate has been examined :-
(a) I.A.S. and I.F.S.
(b) I.P.S., Central Police Services Group ‘A’ \& ‘B’ RPF and Delhi and Nicobar, Islands Police Service, Deputy Superintendent of Police in C.B.I.
(c) Central Services, Group A and B.
(ii) Has he/she been found qualified in all respects, for the efficient and continuous discharges of his/her duties in:
(a) I.A.S. and I.F.S.
(b) I.P.S. Central Police Services Group ‘A’ \& ‘B’ RPF and Delhi and Andaman and Nicobar Islands Police Service, (See especially height, chest girth, eye sight, colour blindness and locomotive system).(c) Indian Railway Traffic Service (see specially height, chest, eye sight, colour blindness).

(d) Other Central Services Group A/B.
