This notification introduces amendments to the Central Civil Services (Conduct) Rules, 1964, which will be known as the Central Civil Services (Conduct) Amendment Rules, 1986. These new rules come into effect upon their publication in the Official Gazette. A key change is the insertion of ‘Explanation I’ into Rule 3, which clarifies that a government servant habitually failing to perform assigned tasks within the stipulated time and to the expected quality will be considered lacking in devotion to duty, as per clause (11) of sub-rule (1).

INTRODUCTION
9.3.5. In exercise of the powers conferred by the 11 ovies to article 309, and clause (5) of article 148, of the Constitution, and in consultation with the Comptroller and Auditor General of India in so far as the persons serving in the Indian Audit and Accounts Department are concerned, the President hereby makes the following rules further to amend the Central Civil Services (Conduct) Rules, 1964, namely:
- These rules may be called the Central Civil Services (Conduct) Amendment Rules, 1986.
- They shall come into force on the date of their publication in the Official Gazette.
