Amendments to Central Civil Services Classification, Control and Appeal Rules

New rules have been introduced to amend the Central Civil Services (Classification, Control and Appeal) Rules, 1965. These amendments, effective from their publication in the Official Gazette, will modify entries related to the Central Secretariat Clerical Service, Upper Division and Lower Division Grades. Specific changes will also be made to entries concerning “General Central Service, Class III – Posts in Ministries/Departments of Government” and “General Central Service, Class IV – Posts in Ministries or Departments of Government.” These updates aim to clarify designations and roles within the civil services structure.

New Delhi, the 23rd January 1970

8.0. 397.—In exercise of the powers conferred by the proviso to article 309 of the Constitution, read with rule 33 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, the President hereby makes the following rules further to amend the Central Civil Services (Classification, Control and Appeal) Rules, 1965, namely:—

  1. (1) These rules may be called the Central Civil Services (Classification, Control and Appeal) Amendment Rules. 1970.

(2) They shall come into force on the date of their publication in the Official Gazette.

  1. In the Schedule to the Central Civil Services (Classification, Control and Appeal) Rules, 1957, which is deemed to be the Schedule to the Central Civil Services (Classification, Control and Appeal) Rules, 1965, by virtue of rule 33 thereof,—

(a) in Part III—Central Civil Services. Class III—

(i) in the entries relating to “Central Secretariat Clerical Service, Upper Division and Lower Division Grades” in column 1, for the entriesIn columns 2 and 3, the following entries shall be substituted, namely:

“Deputy Secretary or Director Cadre Authority
Deputy Secretary or Director, Cadre Authority”

(ii) in the entries relating to “General Central Service, Class III—Posts in Ministries/Departments of Government other than the posts in respect of which specific provision has been made by a general or special order” in column 1, for the entries in columns 2 and 3, the following entries shall be substituted, namely:

“Deputy Secretary or Director in the Ministry/ Department of Government
Deputy Secretary or Director in the Ministry/ Department of Government”; and

(b) in Part IV—Central Civil Services, Class IV, in the entries relating to “General Central Service, Class IV—Posts in Ministries or Departments of Government other than posts in respect of which specific provision has been made by a general or special order of the President” in column 1, for the entry in column 5, the following entry shall be substituted, namely:

“Deputy Secretary or Director”
