Recent updates from the government shed light on important decisions regarding mutual transfers for public sector employees. A State Advisory Committee recently reviewed previous recommendations concerning personnel transfers, particularly those linked to the formation of new states. It was determined that certain applications for mutual transfer were submitted past the designated deadline and consequently deemed time-barred and rejected. Furthermore, a significant criterion for such transfers involves the appointment date of the personnel. For cases where employees were appointed after November 9, 2000 – the date of Uttarakhand’s formation – their mutual transfer applications were also declined. The committee’s stance is that only applications where both individuals were appointed prior to this pivotal date are eligible for consideration. These revised guidelines and decisions have been formally accepted by the Government of India and are now being circulated to relevant departments in Uttar Pradesh and Uttarakhand for implementation, ensuring clarity and consistency in future personnel movements.

Subject: Amendment in the recommendations of the State Advisory Committee meeting dated 17.11.2009 – regarding
Sir,
I am directed to refer to the subject noted above and to say that the State Advisory Committee in its meeting held on 14.02.2011 considered the sub-para(ii) of Agenda point 10 of the minutes of the meeting held on 17.11.2009 and recommended to modify the same as follows:
“क्रमांक 1, 6, 8, 12, 18 एवं 22 पर उल्लिखित कार्मिकों द्वारा अपना प्रार्थना-पत्र पारस्परिक स्थानान्तरण के लिये प्रार्थना-पत्र हेतु निर्धारित तिथि के उपरान्त प्रस्तुत किया गया था। अतः यह प्रार्थना-पत्र काल बाधित होने के कारण इन्हें अस्वीकृत किये जाने की संस्तुति समिति द्वारा की गयी। शेष 16 कार्मिकों द्वारा पारस्परिक स्थानान्तरण हेतु प्रतिस्थानी के रूप में जिन कार्मिकों का उल्लेख किया गया है उनकी नियुक्ति उत्तराखण्ड राज्य गठन की तिथि दिनांक 09 नवम्बर, 2000 के बाद की है। राज्य परामर्शीय समिति द्वारा पारस्परिक स्थानान्तरण के उन्हीं मामलों में विचार किया जाता है जिनमें दोनों कार्मिकों की नियुक्ति तिथि दिनांक 09 नवम्बर, 2000 के पूर्व की है। अतः राज्य परामर्शीय समिति द्वारा प्रश्नगत श्रेणी के प्रत्यावेदनों को भी अस्वीकृत किये जाने की संस्तुति की गयी। एजेन्डा बिन्दु संख्या 10 का शेष कार्यवृत्त यथावत् रहेगा।
The Government of India has accepted the recommendations of the State Advisory Committee. This amendment in the recommendations of the State Advisory Committee meeting dated 17.11.2009 may kindly be brought to the notice of all concerned.
