The Ministry of Home Affairs has issued an amendment to the Central Civil Services (Classification, Control and Appeal) Rules, 1965. This amendment, referred to as the Central Civil Services (Classification, Control and Appeal) Third Amendment Rules, 1966, introduces a proviso to sub-rule (1) of rule 9. This new proviso allows for appointments to Class III and Class IV civilian services or civilian posts within the Defence Services to be made by officers specifically empowered for this purpose by the relevant authorities. This change is effective immediately and is deemed to have always been in effect.

New Delhi, the 1st July 1966
S.O. 2007.-In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Central Civil Sevices (Classification, Control and Appeal) Rules, 1965, namely:-
- These rules may be called the Central Civil Services (Classification, Control and Appeal) Third Amendment Rules, 1966.
- In the Central Civil Services (Classification, Control and Appeal) Rules, 1965, in sub-rule (1) of rule 9, at the end the following proviso shall be, and shall be deemed always to have been inserted, namely:-
“Provided that in respect of Class III and Class IV civilian Services or civilian posts in the Defence Services, appointments may be made by officers empowered in this behalf by the aforesaid authorities”.
