This document announces amendments to the Central Civil Services (Classification, Control and Appeal) Rules, 1965. The amendments, known as the Central Civil Services (Classification, Control and Appeal) Fourth Amendment Rules, 1981, introduce a new proviso to sub-rule (4) of rule 10. This new provision states that further inquiries will not be ordered unless they are necessary to address situations where a court has issued an order based solely on technical grounds, without considering the merits of the case. These rules will come into effect upon their publication in the Official Gazette.

2. In the Central Service, (Classification, Control and Appeal) Rules, 1965, to sub-rule (4) of ritle 10, the following proviso shall be added, namely –
“Provided that no such further inquiry shall be ordered unless it is intended to meet a situation where the court has passed an order purely on technical grounds without going into the merits of the case.”

काःआः 2512.-राष्ट्रपति, यंत्रधाम के अनुच्छेद 148 के खंड (5) के साथ पठित अनुच्छेद 309 के परन्तुक द्वारा प्रदात शक्तियों का प्रयोग करते हुए, भारतीय लेखा परीक्षा और लेखा विभाग में कार्य करने वाले व्यक्तियों के संबंध में नियंतक-महालेखापरीक्षक ने पृथ्रयर्थ.. करने के पश्चात् केन्द्रीय मिथिल सेवा (वर्गीकल्त मिथेतम और थपील) नियम, 1965 का और संशोधन करने के लिए निम्नलिखित नियम बनाते है, घर्षात् :-
1. (1) इन नियमों का संक्षिप्त नाम केन्द्रीय मिथिल सेवा (वर्गीकल्त नियंतय्य थौर थपील) चतुर्थ संशोधन नियम, 1981 है ;
(2) ये राजपत्र में प्रकाशन की नारीख को प्रवृत्त होंगे ।
2. केन्द्रीय मिथिल सेवा (वर्गीकल्त, नियंतन थौर थपील) नियम; 1965 के नियम 10 के उप-नियम (1) में निम्नलिखित परन्तुक जोश ज्ञाएगा, घर्षात् :-
“परन्तु ऐसी थौर जांच के आदेश तब तक नहीं किए जाएंगे जब तक कि किसी ऐसी स्थिति मे निपटना थाशयित न हो जटां न्यावालय ने मामले के गुनामुण पर ध्यान दिए बिना बिल्कुल तकनीकी धाधार पर आदेश पारित कर दिया है।

S.O. 2512.-In exercise of the powers conferred by the proviso to Article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General in relation to persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Classification, Control and Apppeal) Rules, 1965, namely :-
- (1) These rules may be called the Central Civil Services (Classification, Control and Appeal) Fourth Amendment Rules, 1981.
(2) They shall come into force on the date of their publication in the Official Gazette.
