Notice

Allocation/distribution of AIS officers borne on the undivided cadre of Andhra Pradesh between separate cadres of Andhra Pradesh and Telangana.

All the members of the three All India Services (i.e. IAS, IPS and IFoS) borne on the undivided Cadre of Andhra Pradesh as on 01.06.2014 may refer the Notifications dated 26.12.2014 of AIS officers (Notification No. 13013/1/2013-AIS-I dated 26.12.2014 in respect of IAS, Notification No. 16016/02/2014-IFS-II dated 26.12.2014 in respect of IFoS, Notification No. I-21023/27/2014-IPS.IV dated 26.12.2014 in respect of IPS) provisionally allocated to the successor States of Andhra Pradesh and Telangana.
2. Further, it is brought to the notice of all concerned that the competent authority has approved the following:
(i) After publishing the list distributing AIS officers between the two successor States as per above referred notifications, a fresh window may be opened to all officers to opt for swapping with another officer within the same category and in the same Grade Pay as on 01.06.2014.
(ii) Officers with two years or less service left as on 02.06.2014 whether working or retired after that date may be considered for change of cadre, if they are already not allocated to the cadre of their preference provisionally and if they so represent.
(iii) The following modalities have also been approved by the competent authority for giving effect to (a) swapping within the category and in the same grade pay and (b) cadre shift on grounds of marriage:
a. After publishing the list distributing AIS officers between the two successor States the fresh window may beopened for 15 days for officers to indicate whether they would like to shift to the other Successor State. While giving such option, the officer concerned would also be asked to indicate whether he/she is seeking the change on the basis of marriage grounds or for any other reason. If the officer is opting on the marriage ground, he/she would be asked to indicate the name of the spouse and the cadre to which he or she has been allotted to.
b. Such officers who represent for the shift would be arranged in the order of seniority in the respective successor State in terms of category in the respective Grade Pay.
c. Swapping of officers would be done seniority-wise from the respective lists of officers of the two successor States who have opted for a change, category-wise in the same Grade Pay. For example, the senior-most officer in the RR-UR-Outsider category in the grade pay of Rs. 10,000/- allocated to Andhra Pradesh as per provisional list notified on 26.12.2014 and who has indicated his/her choice for shift of cadre to Telangana will be swapped with the senior-most officer in the same category and grade pay allocated to Telangana who has indicated his/her choice for shift of cadre to the successor State of Andhra Pradesh. However, those officers who had already been allocated to the cadre of their choice taking the benefit of swapping based on the option given by them before $17^{\text {th }}$ May 2014 would be placed at the bottom of the list of the relevant category/ Grade Pay.
d. Those couples who have been allocated to the same cadre would not be allowed the option of swapping based on the ground of marriage. It is made clear at the outset, that if one of the spouse of such couples opts for achange, regardless of the fact that his/ her spouse is in the same cadre, the other spouse would not have the choice to represent later for a shift on marriage grounds.
e. After the swapping exercise is complete, in accordance with the above, if some of the married couples belonging to AIS still remain unadjusted in the same cadre, as per the provisions of the cadre transfer guidelines of the Government of India, the couples would be adjusted in the cadre of their choice.
3. Request for change of cadre on the ground of swapping/marriage or retiring within next two years, if any, on the above said provisional allocation may be made by the Member of Service (MoS) to the Chairman of the Advisory Committee and sent to DoPT (in case of IAS officers) at the email id “dirais@nic.in”, Ministry of Home Affairs (in case of IPS) at the email id “jsp-mha@nic.in” and Ministry of Environment \& Forests (in case of IFoS) at the email id “igf.eap-mef@nic.in” latest by 05.30 PM on $10^{\text {th }}$ January, 2015, as per attached proforma. Such representations would be considered by the Advisory Committee under Shri Pratyush Sinha, thereafter.
4. The whole exercise of preparation of final list is to be completed within 45 days of publication of the said provisional list.# Proforma
