OFFICE MEMORANDUM

Sub: All Secretariat Select List of Section Officers’ Grade for the year 1996.

As the Ministry of Finance etc. are aware that in accordance with the provisions contained in the Regulation 2 of the Fourth Schedule to the CSS Rules, 1962, additions to the Select List of Section Officers’ Grade are to be made by taking one person in rotation from each of the following categories:
(a) Assistants’ approved for promotion on the basis of Seniority subject to rejection of the unift.
(b) Assistants recommended for promotion as Section Officers on the basis of result of the LDCE by the UPSC.
2. Accordingly, the All Secretariat Seniority List has been prepared containing names of officers promoted through both the streams. The names of officers allotted to each cadre for inclusion in the Select List 1996 from each of the above categories were forwarded to the cadre authorities vide this Department’s OM No.5/2/98-CS.I dated 15.10.1998 and OM No.5/11/98-CS.I dated 12.08.1998 as amended from time to time. It was then requested that action be taken by the cadre authorities to prepare the cadre-wise additions to the Select List of Section Officers’ Grade for the year 1996 in accordance with the principles mentioned above.
3. Any omission/error found in the All Secretariat Select List 1996, which could be downloaded from this Ministry’s Website www.persmin.nic.in may be brought to the notice of this Department within 45 days from the date of issue of this OM for corrective action.

In accordance with the provisions contained in the Regulation 2 of the Fourth Schedule to the CSS Rules, 1962, additions to the Select List of Section Officers’ Grade are to be made by taking one person in rotation from each of the following categories:
(a) Assistants’ approved for promotion on the basis of Seniority subject to rejection of the unift.
(b) Assistants recommended for promotion as Section Officers on the basis of result of the LDCE by the UPSC.

Accordingly, the All Secretariat Seniority List has been prepared containing names of officers promoted through both the streams in the ratio of 1:1 The names of officers allotted to each cadre for inclusion in the Select List 1996 from each of the above categories were forwarded to the cadre authorities vide this Department’s OM No.5/2/98-CS.I dated 15.10.1998 and OM No.5/11/98-CS.I dated 12.08.1998 as amended from time to time. Examination Quota officers have been arranged on the basis of their Rank No. and Seniority Quota officers have been placed according to their rank in the Supplementary Common Seniority List of Assistants with officers of earlier SCSL being placed above the officers of later SCSL.The list includes 70 officers from Exam. quota and 79 officers from Seniority quota. Out of 116 officers included in the Select List (SQ)vide O.M. dated 15.10.1998 referred to above 37 officers have since retired. The draft All Sectt. Select List for the year 1996 with draft O.M. is put up for approval please.No.5/18/2004-CS.I

It was then requested that action be taken by the cadre authorities to prepare the cadre-wise additions to the Select List of Section Officers’ Grade for the year 1995 in accordance with the principles mentioned above.
3. Any omission/error found in the All Secretariat Select List 1995, which could be downloaded from this Ministry’s Website www.persmin.nic.in may be brought to the notice of this Department within 45 days from the date of issue of this OM for corrective action.
