Navigating the benefits for India’s dedicated public servants just got clearer with the introduction of the First Amendment to the All India Services (Leave Travel Concession) Rules, originally established in 1975. This significant update, effective immediately upon its official gazette publication, refines how Leave Travel Concessions are administered for members of the All India Services.
Under the revised framework, the terms governing LTC for those working on Union-related matters will now align with the provisions set for specific cadres within the Central Civil Services. Similarly, for public servants engaged in State-related responsibilities, their LTC benefits will be structured according to the norms applicable to Category-I officers in the State Civil Services.
An important safeguard has been integrated into these new regulations: no member will receive a concession that is inferior to what they would have been entitled to if their appointment were connected to Union affairs. This ensures a baseline standard of benefits across the board, providing clarity and fairness in travel entitlements for our crucial administrative backbone.

साल साल निल 2465-1-1 अविस भारतीय सेवा अधिनियम, 1951 (1951 का 61) की धारा 3 की उपधारा (1) सूचना प्रदत्त शक्तियों का प्रयोग करते जुने केन्द्रीय सरकार सम्बन्ध राज्य सरकारों ने परामर्श करने के पश्चात् अविस भारतीय सेवायें (छुट्टी -यात्रा-रियायत) नियम, 1975 में और आगे संशोधन करने के लिये निम्नलिखित नियम बनाती है, अर्थात् :-
1. वन नियमों का नाम अविस भारतीय सेवायें (छुट्टी-यात्रा-रियायत) प्रथम संशोधन नियम, 1977 है ।
2. ये राजपत्र में प्रकाशन की तारीख को प्रदत्त होंगे ।
अविस भारतीय सेवायें (छुट्टी -यात्रा रियायत) नियम, 1975 में निम्नलिखित विधान नियम 3 के स्थान पर रखा जायेगा, अर्थात्:- छुट्टी यात्रा रियायत का विनियमन
(1) संघ के मामलों से सम्बन्ध सेवा के सदस्य को छुट्टी यात्रा रियायत उसी प्रकार व उनमें शर्तों के अधीन विनियमित की जायेगी, जो केन्द्रीय विधान सेवा समूह ‘क’ के अधिकारियों के सम्बन्ध में लागू है ।
(11) राज्य के मामलों से सम्बन्ध सेवा के सदस्य को छुट्टी यात्रा रियायत उसी प्रकार वे उनमें शर्तों के अधीन विनियमित की जायेगी, जो राज्य विधान सेवा केगी-1 के अधिकारियों के सम्बन्ध में लागू है ।
परन्तु यह कि इस उप-नियम के अधीन उक्त सेवा के किसी सदस्य को दी गई रियायत किसी भी समय उस रियायत से कम नहीं होगी जिसका कि वह उप-नियम (1) के अधीन एखादर होता । यदि वह संघ के कार्यों के सम्बन्ध में सेवा के निकटता किया गया होता ।
