All India Services (Leave Travel Concession) First Amendment Rules, 1977

Important updates have been issued regarding the Leave Travel Concession (LTC) for members of the All India Services. A recent amendment, effective upon its official gazette publication, introduces the All India Services (Leave Travel Concession) First Amendment Rules, 1977. These new regulations revise the existing 1975 rules, specifically by substituting Rule 3, which governs LTC entitlements. Under the updated framework, if a member of the Service is serving in connection with the affairs of the Union, their LTC will now be regulated according to the same standards and conditions applicable to officers of the Central Civil Services, Group ‘A’. Similarly, for those serving in connection with the affairs of a State, their LTC will align with the conditions applicable to officers of the State Civil Services, Class I. A significant provision ensures that the LTC granted to a member serving a State will never be less favorable than what they would have received if they were serving the Union. These changes aim to standardize and clarify the LTC entitlements across different government assignments.

NOTIFICATION

G.S.R.2368 In exercise of the powers conferred by sub-section (1) of Section 3 of the All India Services Act, 1951 (61 of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules further to amend the All India Services (Leave Travel Concession) Rules, 1975, namely:

  1. (1) These rules may be called the All India Services (Leave Travel Concession) Mrst Amendment Rules, 1977.
  2. They shall come into force on the date of their publication in the Official Gazette.
  3. In the All India Services (Leave Travel Concession) Rules, 1975, for the existing Rule 3, the following shell be substituted, namely:

“3: Regulation of Leave Travel Concession.

(1) The Leave Travel Concession of a member of the Service, serving in connection with the affairs of the Union, shall be regulated in the same manner and subject to the same conditions, as are applicable to the officers of Central Civil Services, Group 111.

(2) The Leave Travel Concession of a member of the Service serving in connection with the affairs of a State, shall be regulated in the same manner, and subject to the same conditions, as are applicable to the officers of the State Civil Services, Class I.

Provided that the concession afforded to a member of the Service under this sub-rule shall not at any time be inferior to that to which he would be entitled under sub-rule (1), had he been appointed to serve in connection with the affairs of the Union.”
