Sub.: All India Civil Services Music, Dance & Short Play Competition 2021-22

Central Civil Services Cultural and Sports Board (CCSCSB), in collaboration with Government of NCT of Delhi, is organizing All India Civil Services (AICS) Music, Dance & Short Play Competition. Details of the Competition are given as under:-

  1. As some of the AICS tournaments/competitions could not be held during the last year i.e. 2021-22 due to spread of Covid-19 pandemic, it has been decided to grant relaxation up to 30th June 2022 to conduct remaining AICS tournaments/competitions. Accordingly, AICS Music, Dance & Short Play Competition of the previous year i.e. 2021-22 is being held on the above dates. However, the eligibility criteria for participation of the artists in the Competition shall remain unchanged.
  2. A copy of the updated rules for All India Civil Services Music, Dance & Short Play Competition indicating eligibility criteria, composition of Team, Rules of competition etc is at Annexure-I.
  3. The Central Government Employees participating in the AICS Music, Dance & Short Play Competition shall be treated as ‘on duty’ as per O.M. No.6/2/2019-Estt(Pay-I) dated 11th February, 2020.
  4. The States/UTs and Regional Sports Board are requested to send their entries in the prescribed proforma (Annexure-II) on or before 17th June, 2022 directly at the following details.

  1. It is requested to ensure that the entries are submitted within prescribed time limit. Only one entry in each category of competition from a State/RSB will be accepted.
  2. An individual may participate in Two Solos and in Two Groups.
  3. List of participants along with photocopy of their Identity Card should be authenticated by the authorized officer under his/her signature & seal.
  4. All the participants shall carry individual Identity Card / Identity Slip for verification of eligibility criteria by the Organising Committee/Representatives of the Board at the venue of the All India Civil Services Competition.
  5. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating States/UTs/RSBs.
  6. Managers meeting will be held one day before the date of commencement of the competition.
  7. Every participating team may bring two flags representing their State/UT/Regional Sports Board with them.
  8. Every member of the team shall report at the venue and participate in the competition as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the competition. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during all India Civil Services Competition as per O.M. No. 6/2/2019-Estt (Pay-I) dated 11.02.2020.
  9. The general instructions /Guidelines of COVID-19 issued by Central/State Govt. from time to time are to be strictly followed by all artists and supporting staff during the competition. If it is found that covid appropriate behavior is not followed by any artist/official in the tournament, he/she shall be liable to be debarred from the competition.
  10. Any information regarding dates/venues/cancellation etc. about the AICS Competition will be available at www.dopt.gov.in. All the participating teams are, therefore, requested to check the DoPT website from time to time for any possible change before starting their journey.
  11. The following categories of employees are NOT eligible for participation in AICS Competition: –
    (a) Uniformed personnel in Defence Services/Para Military Organizations/Central Police Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc.
    (b) Employees of autonomous bodies/undertaking/Public Sector banks even though administratively controlled by the Central Ministries/State Governments.
    (c) Casual / Daily wages workers.
    (d) Employees attached to office on temporary duty.
    (e) A newly recruited employee who has put in less than 6 months regular service.
    (f) Professionals and hired artists/Govt Servants employed as artists, instrumentalists.
  12. The decision of Judges shall be final and binding on the competing teams/participants and no representation will be entertained from any quarter in this regard.

(iv) If anything found against the rules, the performance will be stopped immediately.
VIII Short Play

GENERAL RULES AND REGULATION FOR THE COMPETITION

(a) An individual may participate in two Solo and in Two Group. (b) Professionals and hired artists/Govt Servants employed as artists, instrumentalists of cultural disciplines are not eligible to participate. (c) No competition will be conducted in an event if the number of entries is less than three. (d) No prizes will be given if the entries are less than five in any category. (e) One team can give only one entry in each category. (f) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board/Organising State/RSB. (g) The Judges will give clear verdict of 1^{st }, 2^{nd } & 3^{rd } position. There will be no tie in ANY POSITION. (h) The assessment made by the judges shall be bound on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances. (i) The decision taken by the Board or by the Organising State/RSB on behalf of the Board regarding Prizes shall be final and no representation shall be entertained to this effect. (j) Participants may bring their own Instruments & instrumentalists in the Competition. Maximum 03 Instrumentalists are allowed in each song/music performance.
(k) A harmonium and tabla along with Tabalchee will be made available to accompany the participant by the organising state. No other Instrumentalist will however be provided. The instrumentalists accompanying the competitor are not entitled to receive any TA/DA. (k) In Group performance, minimum 04 & maximum 08 participants can perform. (I) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail. (m) Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time. (n) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehaviour or indiscipline by any participant, strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant.

RULES FOR SHORT PLAY COMPETITION

(a) The maximum duration of Play shall be 60 Minutes (inclusive 05 minutes for stage set up etc.) Curtain will be dropped on expiry of 60 Minutes of allotted time. The minimum duration of the play should not be less than 30 minutes. (b) Individual prizes 1^{st }, 2^{nd } & 3^{rd } will be awarded in each of the following category:-

(e) Child Artist (only Govt.

(f) Best Play
  • Best Play will be awarded on the basis of best production, best direction & acting. (c) No controversial matter/content in any form will be entertained. (d) If any controversial entry is noticed, the play will be stopped and disqualified. Notwithstanding the above rules, the Board/Organiser may reject any entry at any time without assigning any reasons. (e) Request for postponement of Play either in respect of time or date will not be entertained. (f) Decision of the Organisers/Board will be final and binding on all and no representation will be entertained against any judgment. (g) Negative marking to the extent of maximum 10 marks may be made by the judges for indecency in speech, action or gestures beyond dramatic norms.

Prizes will be awarded on the recommendations of panel of Judges appointed by the Board. The judges will make their recommendation by awarding marks for various aspects of each item as per details given below:-

VERIFICATION CERTIFICATE

The State Government/R.S.B. intends to enter a team for the All India Civil Service Competition. Consequently, I submit the entry from duly completed. I herby undertake on behalf of the State Govt./RSBs to abide by the rules and instructions of the Competition.

I certify that the artists mentioned in this form who will participate in the All India Civil Services competition are employees of the State Government/Central Government. No member of the team is casual/daily wage employee. All the artists are eligible to participate in the Competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is not eligible and is included in the team, the team will be automatically disqualified from the Competition without any notice.
I also undertake the responsibility to ensure that this State’s/RSB’s team after being entered in the Competition will participate in the Competition and at any stage would not refuse to participate or withdraw from the Competition without prior approval of the Board.

Note:-
(a) The participants are required to produce their office identity cards at the venue. Therefore, they shall bring their Identity Cards with them. Where the system of Identity Card is not in fore, the participants can produce their photographs duly authenticated by their offices.
(b) This proforma will be used for the AICS Competition and will be furnished to the Organising Secretary with an endorsement to the Board’s office at least 10 days before the commencement of the Competition duly signed by an officer not below the rank of under Secretary concerned of the State and by the Secretary or President of Regional Sports Board.
