The Central Civil Services Cultural & Sports Board (CCSCSB) is organizing the first All India Civil Services Music & Dance Competition 2020-21 in Delhi from September 15th to 17th, 2021, to commemorate 75 years of India’s independence and celebrate ‘Azadi ka Amrit Mahotsav’. Sub: All India Civil Services Music and Dance Competition 2020-21.

On the occasion of 75 years of independence of India, Government of India is celebrating Azadi ka Amrit Mahostav. The objective of the Mahostav is to enhance interaction and promote mutual understanding between people of different States and Union Territories by conducting activities in the field of language and culture.

  1. To commemorate the glorious history of Indian people and culture, Central Civil Services Cultural and Sports Board (CCSCSB) is organizing first All India Civil Services Music & Dance Competition 2020-21 in Delhi from 15 September to 17th September 2021. Details of the Tournaments are as under:

  1. Government of India, Ministry of Youth Affairs, Department of Sports, vide letter dated 6th April, 2021, have given one time relaxation of six months to conduct National Championships for the year 2020-21 till 30.9.2021. Accordingly, AICS Music and Dance of the previous year i.e. 2020-21 is being held on the above dates. However, the eligibility criteria for participation of players in the Competition shall remain unchanged.

  2. A copy of the updated rules for All India Civil Services Music and Dance Competition indicating eligibility criteria, composition of Team, Rules of games etc is at Annexure-II.

  3. Each participating team may present either a song or dance on the theme of ‘Azadi ka Amrit Mahotsav’ during the competition. However, the same will not be evaluated for the purpose of team championship or first, second and third prize.

  4. The Central Government Employees participating in the AICS Music and Dance Competition shall be treated as ‘on duty’ as per O.M No.6/2/2019-Estt (Pay-I) dated 11th February, 2020.

  5. The entries may be sent in the prescribed Proforma (Annexure-I) directly to the Secretary CCSCSB, Room No.361, C-Wing, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi – 110003 or through email doptsports@gmail.com on or before 10th September, 2021. It is
    requested to ensure that the entries are submitted within prescribed time limit. Only one entry from a State/RSB will be accepted.

  6. An individual may participate in two Solos and in one Group or vice versa.

  7. In case of AICS Competitions for cultural disciplines (Music & Dance etc), Professionals and hired artists/Govt Servants employed as artists, instrumentalists and teachers of cultural disciplines are not eligible to participate.

  8. List of participants along with photocopy of their Identity Card should be authenticated by the authorized officer under his/her signature & seal.

  9. All the participants shall carry individual Identity Card/Identity Slip for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Competition.

  10. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating States/UTs/RSBs.

  11. Managers’ meeting will be held one day before the date of commencement of the Competition.

  12. Every participating team may bring two flags representing their State/UT/ Regional Sports Board with them.

  13. Every member of the team shall report at the venue and participate in the competition as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the competition. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during All India Civil Services Competition as per O.M. No. 6/2/2019-Estt (Pay-I) dated 11.2.2020.

  14. Any information regarding change in dates/venue/cancellation etc. about the AICS Competition will be available at https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisions. All the participating teams are, therefore, requested to check the DoPT website from time to time for any possible change before starting their journey.

  15. The general instructions as per SOP/Guidelines of COVID-19 issued by Central/State Govt., are to be strictly followed by all artists and supporting staff during the competition are at Annexure-III. If it is found that the general instructions are not followed by any artist/official in the tournament he/she shall be liable to be debarred from the tournament.

  16. A Screening Check List for COVID-19 (Annexure IV) is mandatory to fill up daily at venue during the entire period of tournament.

  17. The following categories of employees are NOT eligible for participation in AICS Tournaments:-

    (a) Uniformed personnel in Defence Services/Para Military Organizations/Central Police Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc.

    (b) Employees of Autonomous bodies/undertaking/Public Sector Banks even though administratively controlled by the Central Ministries/State Governments.

    (c) Casual / Daily wages workers.

    (d) Employees attached to offices on temporary duty.
    (c) A newly recruited employee who has put in less than 6 months regular service.

  18. The decision of Judges shall be final and binding on the competing teams/participants and no representation will be entertained from any quarter in this regard.

  19. Participants are requested to make their own arrangement of accommodation and transport.

The State Government/R.S.B. intends to enter a team for the All India Civil Service Competition. Consequently, I submit the entry from duly completed. I herby undertake on behalf of the State Govt./RSBs to abide by the rules and instructions of the Competition.

I certify that the artists mentioned in this form who will participate in the All India Civil Services competition are employees of the State Government/Central Government. No member of the team is casual/daily wage employee. All the artists are eligible to participate in the Competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is not eligible and is included in the team, the team will be automatically disqualified from the Competition without any notice.

I also undertake the responsibility to ensure that this State’s/RSB’s team after being entered in the Competition will participate in the Competition and at any stage would not refuse to participate or withdraw from the Competition without prior approval of the Board.

Therefore they shall bring their Identity Cards with them. Where the system of Identity Card is not in fore, the participants can produce their photographs duly authenticated by their offices. GENERAL RULES AND REGULATION FOR THE COMPETITION

(a) No competition will be conducted if the number of entries is less than three.
(b) No prizes will be given if the entries are less than five in any category.
(c) One team can give only one entry in each category.
(d) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board/Organising State/RSB.
(e) The Judges will give clear verdict of 1^{st }, 2^{nd } & 3^{rd } position. There will be no tie in ANY POSITION.
(f) The assessment made by the judges shall be bound on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances.
(g) The decision taken by the Board or by the Organising State/RSB on behalf of the Board regarding Prizes shall be final and no representation shall be entertained to this effect.
(h) Participants may bring their own Instruments & instrumentalists in the Competition.
(i) A harmonium and table along with Tabalchee will be made available to the participant. No other Instrumentalist will however be provided. The instrumentalists accompanying the competitor are not entitled to receive any TA/DA.
(j) In Group performance, minimum 04 and maximum 08 participants can perform.
(k) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail.
(I) Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time.
(m) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehavior or indiscipline by any participant strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant.

GUIDELINES FOR JUDGES

Prizes will be awarded on the recommendations of panel of Judges who will be appointed by the Board. The judges will make their recommendation by awarding marks for various aspects of each item as per details given below:-

GENEAL INSTRUCTIONS FOR ARTISTS AND SUPPORTING STAFF

To avoid mass gathering and to follow SOP guidelines of COVID-19 issued by Central/State Govt., the following instructions will be strictly followed by all participants/officials for smooth conduct of AICS Music and Dance Competition – 2020-21 at CSOI Auditorium, Vinay Marg, New Delhi:-

  1. The seating inside the auditorium will be allowed as per instructions issued by the State Government at that time.
  2. A Screening Check List for COVID-19 (Annexure I) is mandatory to fill up daily at venue during the entire period of tournament.
  3. Thermal screening of all artists/officials shall be checked by a non-contact thermometer (wrist/ forehead).
  4. All artists and supporting staff to show and carry a copy of their COVID-19 RT-PCR negative test report conducted 72 hours prior to their date of competition.
  5. Physical distancing of at least 6 feet to be strictly followed.
  6. Personal equipment such as gloves, face masks, mouth guard, helmet, shin guards, wrist band, head band, shoes, cosmetic make up etc. shall be used without sharing.
  7. Equipment which is bound to be shared and utilised continuously during the competition must be used carefully without using such equipment to rub/ touch face, remove sweat, cover mouth while hyperventilating etc.
  8. Wearing of Face masks will be mandatory at all times. All participants and officials must carry their own Face mask, hand sanitizer and water bottle all the times during the competition.
  9. While not in auditorium, wash your hands with soap even when hands are not visibly dirty. Use of alcohol based hand sanitizers can be made wherever feasible.
  10. Spitting will be strictly prohibited.
  11. Strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/ handkerchief/flexed elbow and disposing off used tissues properly.
  12. If any artist/official or his/her family member/relative is suspected/tested positive for COVID-19 to whom the artist/official has been sharing common living space or has been in contact, then it is expected from the concerned Artist/Official to inform the Convenor/Covid Task Force/Office immediately and refrain from attending the tournament/office to prevent risk of exposing others in the tournament/ office as has been specified in the Standard Operating Procedure (SOP) issued by M/o H&FW on 04.06.2020.
  13. At venue, all the artists/Officials may ensure and implement the instructions strictly as issued by the Central Government and State Government from time to time.
  14. Only those artists are allowed on the stage whose events are in progress. The next lot of artists and officials should wait outside the venue and shall enter the Auditorium once the artists from previous event will leave the hall.
  15. Use covered dustbins to manage used masks and waste materials.
  16. Aarogya Setu App must be installed in the phones of all participants/officials. Entry will be allowed in the venue only if the status is found to be “Safe”.
  17. The Exit should be done in a staggered row-wise manner to avoid crowding.
  18. All artists are requested to support the Task Force to ensure the Covid norms are followed strictly.
