Sub: All India Civil Services Men and Women Hockey Tournament 2020-21.

The Central Civil Services Cultural & Sports Board (CCSCSB) organizes All India Civil Services Tournaments in various disciplines of sports in collaboration with States/UTs/RSBs. This year due to Covid-19 pandemic, all sports activities were suspended across the country. The restrictions on organizing sporting activities were lifted in the month of December, 2020. Therefore, as a special case, it has been decided to organize All India Civil Services Hockey Tournament 2020-21 at Sonipat, Haryana as per details given below:-

  1. A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, composition of Team Rules of games etc has already been circulated to all concerned. The same is available on the website at http://dopt.gov.in/about-us/wings-or-division-in-dopt/Wellfare-divisions. Minimum 6 teams are required to organize the tournament.
  2. The States/UTs and Regional Sports Boards are requested to consider sending their team for the above All India Civil Services Tournament. The entries may be sent in the prescribed Proforma (Copy Attached) directly to Ms. Sunita Khatri, Deputy Director Sports (Sonipat), Rajeev Gandhi Stadium, Sector-4 Hockey Stadium Dist.-Sonipat, Haryana with a copy to Secretary – CCSCSB on or before 25.4.2021. Please ensure that the entries are submitted within prescribed time limits.
  3. Please ensure that the entries are submitted within prescribed time limits. Teams are requested to make their own arrangements for accommodation and transportation.
  4. List of players along with photocopy of their Identity Card should be authenticated by the authorized officer under his signature & seal is mandatory.
  5. All the participants shall carry individual Identity Card/Identity Slip/Age Proof for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Tournament.
  6. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating State/UTs/RSB’s.
  7. Every participating team may bring two flags representing their States/UT/Regional Sports Board with them.
  8. It should be ensured that every member of the team reports at the venue and participates in the tournament as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the tournament. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during All India Civil Services Tournament.
  9. The following categories of employees are not eligible for participation in AICS Tournaments:-

(a) Uniform personnel in Defence Services/Para Military Organisaions/Central Police Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc.

(b) Employees of Autonomous bodies/undertaking/Public Sector Banks eventhough administratively controlled by the Central Ministries.

(c) Casual / Daily wages workers.

(d) Employees attached to offices on temporary duty.

(e) A newly recruited employed who has put less than 6 months in regular establishment/ service.

  1. The general instructions as per SOP/Guidelines of COVID-19 issued by Central/State Govt., are to be strictly followed by all players and supporting staff during the competition are at Annexure-II. If it is found that the general instructions are not followed by any player/official in the tournament he/she shall be liable to be debarred from the tournament.
  2. All players and supporting staff to show and carry a copy of their COVID-19 RT-PCR negative test report conducted 72 hours prior to their date of competition. A Screening Check List for COVID-19 (Annexure III) is mandatory to be filled up daily at venue during the entire period of tournament.
  3. All participants are requested to chalk out their journey in compliance to Covid-19 guidelines issued by States/UTs time to time.
  4. Any information regarding change in dates/venue/cancellation etc. about the AICS tournament will be available on our website i.e. www.persmin.nic.in. All the participant teams are, therefore requested to check from organizers of the tournament about any possible change before starting their journey. Welfare

VERIFICATION CERTIFICATE

This State Government/R.S.B.’s intends to enter a team for the All India Civil services Tournament /Competition. Consequently submit the entry form duly completed. I hereby undertake on behalf of the State Govt./RSB’s to abide by the rules and instruction of the Tournament/Competition.

I certify that the players mentioned in this form who will play in the All India Civil Services Tournament/Competition are employees of the State Government. No member of the team is a casual/daily wage employees. All the players are eligible to participate in the Tournament/Competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is no eligible and is included in the team, the team will be automatically disqualified from the Tournament/Competition without any notice.

I also undertake the responsibility to ensure that this State’s/RSB’s team after being entered in the Tournament/Competition will participate in the Tournament/Competition and at any stage would not refuse to participate or withdraw from the Tournament/Competition without prior approval of the Board.

NOTE
(a) The participants are required to produce their office identity cards at the venue therefore Shall bring their Identity Cards with them. Where the system of Identity Card is not in force, the participants can produce their photographs duly authenticated by their offices.
(b) This proforma will be used for all the AICS Tournaments and will be furnished to the organizing Secretary with an endorsement to the Board’s office at least 10 days before the commencement of the tournament duly signed by an officer not below the rank of Under Secretary concerned of the State and by the Secretary or President of Regional Sports Board.

GENERAL INSTRUCTIONS FOR PLAYERS AND SUPPORTING STAFF

  1. No extra person other than player and designated officials will be allowed inside the playing hall.
  2. A Screening Check List for COVID-19 (Annexure III) is mandatory to fill up daily at venue during the entire period of tournament.
  3. Thermal screening of all players/officials shall be checked by a non-contact thermometer (wrist/ forehead).
  4. All players and supporting staff to show and carry a copy of their COVID-19 RT-PCR negative test report conducted 72 hours prior to their date of competition.
  5. Physical distancing of at least 6 feet to be strictly followed.
  6. Personal equipment such as gloves, face masks, mouth guard, helmet, shin guards, wrist band, head band, shoes etc. shall be used without sharing.
  7. Equipment which is bound to be shared and utilized continuously during tournament must be used carefully without using such equipment to rub/ touch face, remove sweat, cover mouth while hyperventilating etc.
  8. Wearing of Face masks will be mandatory at all times except during performance. All participants and officials must carry their own Face mask, hand sanitizer and water bottle all the times during the competition.
  9. While not in playing hall, wash your hands with soap even when hands are not visibly dirty. Use of alcohol based hand sanitizers can be made wherever feasible.
  10. Spitting will be strictly prohibited.
  11. Strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/ handkerchief/flexed elbow and disposing off used tissues properly.
  12. If any player/official or his/her family member/relative is suspected/tested positive for COVID-19 to whom the player/official has been sharing common living space or has been in contact, then it is expected from the concerned Player/Official to inform the Convenor/Covid Task Force/Office immediately and refrain from attending the tournament/office to prevent risk of exposing others in the tournament/ office as has been specified in the Standard Operating Procedure (SOP) issued by M/o H&FW on 04.06.2020.
  13. At venue all the players/Officials may ensure and implement the instructions strictly as issued by the MHA from time to time Vide O.M/Orders Nos. 40-3/2020-DM-I(A), dated 15.04.4040, 01.05.2020, 17.05.2020, 29.06.2020, 30.09.2020, 25.11.2020, 28.12.2020 and DoPT O.M. No. 11013/9/2014-Estt.A.III, dated 18.05.2020 respectively i.e., Social distancing, wearing mask, time to time hand sanitization, strict ban of gutka/Tobacoo etc. and spitting should be strictly prohibited etc.
  14. Only those players are permissible in the playing hall whose events are in progress. The next lot of players and officials should wait outside the venue and shall enter the Playing hall once the players from previous event will leave the playing hall.
  15. Use covered dustbins to manage used masks and waste materials.
  16. AarogyaSetu App must be installed in the phones of all participants/officials. Entry will be allowed in the venue only if the status is found to be “Safe”.

During the current Corona Pandemic I am participating in the tournament of my own accord. I will not hold tournament organisers or Convener/Arbiters/Officials accountable for any infection happens to me. I assure you the information given by me above is correct. I will follow all mandatory protocol/precaution/guidelines during the tournament.
