Sub: All India Civil Services Carrom Tournament 2021-22.

To mark 75 years of independence of India, Government of India is celebrating Azadi ka Amrit Mahotsav. The objective of the Mahotsav is to enhance interaction and promote mutual understanding between people of different States and Union Territories by conducting activities in the field of language and culture.

  1. To commemorate the glorious history of Indian people and culture, Central Civil Services Cultural and Sports Board (CCSCSB) is organizing All India Civil Services Carrom Tournament 2021-22. The details of the Tournaments are as under:

  1. The following events will be conducted in this AICS Carrom Tournament:
  2. i. Men Team Championship
  3. ii. Women Team Championship
  4. iii. Men Singles
  5. iv. Women Singles
  6. v. Men Veteran (50 years and above)
  7. A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, composition of Team Rules of games etc has already been circulated to all concerned. The same is available on the website at http://dopt.gov.in/about-us/wings-or-division-in-dopt/Welfare-divisions.
  8. The States/UTs and Regional Sports Boards are requested to consider sending their team for the above All India Civil Services Tournaments.
  9. It may be ensured that the entries are submitted within prescribed time limits. Teams are requested to make their own arrangements for accommodation and transportation.
  10. List of players along with photocopy of their Identity Card should be authenticated by the authorized officer under his signature & seal in the prescribed entry form attached at Annexure-I.

  1. All the participants shall carry individual Identity Card/Identity Slip/Age Proof for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Tournament.
  2. Managers’ meeting is likely to be held on the evening of a day before the date of commencement of the tournaments.
  3. It is further clarified that match for $3^{\text {rd }}$ place (both in team and individual event) must be organized in order to determine $3^{\text {rd }}$ place.
  4. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating State/UTs/RSB’s.
  5. Every participating team may bring two flags representing their States/UT/Regional Sports Board with them.
  6. It should be ensured that every member of the team reports at the venue and participates in the tournament as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the tournament. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during All India Civil Services Tournament.
  7. Only fully vaccinated employees shall be permitted to participate in the event. Final vaccination certificate shall be checked at entry point. In case a person who has taken only one dose or no dose is taken, he/she is required to produce RT-PCR negative test report done within 72 hours prior to the Tournament.
  8. The general instructions as per SOP/Guidelines of COVID-19 issued by Central/State Govt. to be strictly followed by all players and supporting staff during the competition are at Annexure-II. If it is found that the general instructions are not followed by any player/official in the tournament he/she shall be liable to be debarred from the tournament.
  9. All participants are requested to chalk out their journey in compliance to Covid-19 guidelines issued by States/UTs from time to time.
  10. The following categories of employees are not eligible for participation in AICS Tournaments:-
    (a) Uniform personnel in Defence Services/Para Military Organizations/Central Police Organization/Police/RPF/CISF/BSF/ITBP/NSG etc.
    (b) Employees of Autonomous bodies/undertaking/Public Sector Banks even though administratively controlled by the Central Ministries.
    (c) Casual / Daily wages workers.
    (d) Employees attached to offices on temporary duty.
    (e) A newly recruited employed who has put less than 6 months in regular establishment/ service
  11. Any information regarding change in dates/venue/cancellation etc. about the AICS tournament will be available on our website i.e. www.dopt.gov.in. All the participant teams are, therefore requested to check from organizers of the tournament about any possible change before starting their journey.
  12. Referees’/Umpires’ decision shall be final and binding on the competing teams.
  13. The entries in prescribed proforma enclosed at Annexure -I (duly filled) may be sent to the Nodal officer before the last date of receipt of entries alongwith photocopy of ID cards. The details of the Nodal officer are given below;-

VERIFICATION CERTIFICATE

The State Government/R.S.B. intends to enter a team for the All India Civil Service Tournament/Competition. Consequently, I submit the entry form duly completed. I hereby undertake


on behalf of the State Govt./RSBs to abide by the rules and instructions of the Tournament/Competition.

I certify that the players mentioned in this form who will participate in the All India Civil Services Tournament/Competition are employees of the State Government/Central Government. No member of the team is a casual/daily wage employees. All the players are eligible to participate in the Tournament/Competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is not eligible and is included in the team, the team will be automatically disqualified from the Tournament/Competition without any notice.

I also undertake the responsibility to ensure that this State’s/RSB’s team after being entered in the Tournament/Competition will participate in the Tournament/Competition and at any stage would not refuse to participate or withdraw from the Tournament/Competition without prior approval of the Board.

Note:-
(a) The participants are required to produce their office identity cards at the venue. Therefore they shall bring their Identity Cards with them. Where the system of Identity Card is not in force, the participants can produce their photographs duly authenticated by their offices.
(b) This proforma will be used for all the AICS Tournaments/Competition and will be furnished to the Organising Secretary with an endorsement to the Board’s office at least 10 days before the commencement of the Tournament/Competition duly signed by an officer not below the rank of Under Secretary concerned of the State and by the Secretary or President of Regional Sports Board.


GENERAL INSTRUCTIONS FOR PLAYERS AND SUPPORTING STAFF

  1. No extra person other than player and designated officials will be allowed inside the playing hall/field of play.
  2. Thermal screening of all players/officials shall be checked by a non-contact thermometer (wrist/ forehead).
  3. Physical distancing of at least 6 feet to be strictly followed.
  4. Personal equipment such as gloves, face masks, mouth guard, helmet, shin guards, wrist band, head band, shoes etc. shall be used without sharing.
  5. Equipment which is bound to be shared and utilized continuously during tournamentmust be used carefully without using such equipment to rub/ touch face, remove sweat, cover mouth while hyperventilating etc.
  6. Wearing of Face masks will be mandatory at all timesexcept during performance. All participants and officials must carry their own Face mask, hand sanitizer and water bottle all the times during the competition.
  7. While not in playing hall/field of play, wash your hands with soap even when hands are not visibly dirty. Use of alcohol based hand sanitizers can be made wherever feasible.
  8. Spitting will be strictly prohibited.
  9. Strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/ handkerchief/flexed elbow and disposing off used tissues properly.
  10. If any player/official or his/her family member/relative is suspected/tested positive for COVID-19 to whom the player/official has been sharing common living space or has been in contact, then it is expected from the concerned Player/Official to inform the Convenor/Covid Task Force/Office immediately and refrain from attending the tournament/office to prevent risk of exposing others in the tournament/ office as has been specified in the Standard Operating Procedure (SOP) issued by M/o H&FW on 04.06.2020.
  11. At venue all the players/Officials may ensure and implement the instructions strictly as issued by the Central/State Government from time to time.
  12. Only those players are permissible in the playing hall/field of play whose events are in progress. The next lot of players and officials should wait outside the venue and shall enter the playing hall/field of play once the players from previous event will leave the playing hall/field of play.
  13. Use covered dustbins to manage used masks and waste materials.
  14. AarogyaSetu App must be installed in the phones of all participants/officials. Entry will be allowed in the venue only if the status is found to be “Safe”.
  15. The Exit should be done in a staggered row-wise manner to avoid crowding.
  16. All participants are requested to support the Task Force to ensure the Covid norms are followed strictly.
