Sub: All India Civil Services Badminton, Athletics and Kabaddi (Men and Women) Tournaments 2021-22.

Central Civil Services Cultural and Sports Board (CCSCSB) in collaboration with Government of Haryana is organizing AICS Tournaments in the following disciplines of sports. The details of the Tournaments are as under:

  1. A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, composition of Team Rules of games etc has already been circulated to all concerned. The same is available on the website at http://dopt.gov.in/about-us/wings-or-division-in-dopt/ Welfare-divisions.

  2. The States/UTs and Regional Sports Boards are requested to consider sending their team for the above All India Civil Services Tournaments.

  3. It may be ensured that the entries are submitted within prescribed time limits. Teams are requested to make their own arrangements for accommodation and transportation.

  4. List of players along with photocopy of their Identity Card should be authenticated by the authorized officer under his signature & seal in the prescribed entry form attached at Annexure-I.

  5. All the participants shall carry individual Identity Card/Identity Slip/Age Proof for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Tournament.

  6. Managers’ meeting is likely to be held on the evening of a day before the date of commencement of the tournaments.

  7. It is further clarified that match for 3rd place (both in team and individual event) must be organized in order to determine 3rd place.

  8. The guidelines for All India Civil Services Athletics Meet which includes Age Category and events to be conducted is attached at Annexure III.

  9. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating State/UTs/RSB’s.

  10. Every participating team may bring two flags representing their States/UT/Regional Sports Board with them.

  11. It should be ensured that every member of the team reports at the venue and participates in the tournament as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the tournament. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during All India Civil Services Tournament.

  12. Only fully vaccinated employees shall be permitted to participate in the event. Final vaccination certificate shall be checked at entry point. In case a person who has taken only one dose or no dose is taken, he/she is required to produce RT-PCR negative test report done within 72 hours prior to the Tournament.

  13. The general instructions as per SOP/Guidelines of COVID-19 issued by Central/State Govt. to be strictly followed by all players and supporting staff during the competition. The general instructions are available at Annexure-II. If it is found that the general instructions are not followed by any player/official in the tournament he/she shall be liable to be debarred from the tournament.

  14. All participants are requested to chalk out their journey in compliance with Covid-19 guidelines issued by States/UTs from time to time.

  15. The following categories of employees are not eligible for participation in AICS Tournaments:-

    (a) Uniform personnel in Defence Services/Para Military Organizations/Central Police Organization/Police/RPF/CISF/BSF/ITBP/NSG etc.

    (b) Employees of Autonomous bodies/undertaking/Public Sector Banks even though administratively controlled by the Central Ministries.

    (c) Casual / Daily wages workers.

    (d) Employees attached to offices on temporary duty.

    (e) A newly recruited employed who has put less than 6 months in regular establishment/service.

  16. Any information regarding change in dates/venue/cancellation etc. about the AICS tournament will be available on our website i.e. www.dopt.gov.in. All the participant teams are, therefore requested to check from organizers of the tournament about any possible change before starting their journey.

  17. Referees’/Umpires’ decision shall be final and binding on the competing teams.

  18. The entries in prescribed proforma enclosed at Annexure -I (duly filled) may be sent to the Nodal officer before the last date of receipt of entries alongwith photocopy of ID cards. The details of the Nodal officer are given below:-

GENERAL INSTRUCTIONS FOR PLAYERS AND SUPPORTING STAFF

  1. No extra person other than player and designated officials will be allowed inside the playing hall/field of play.
  2. Thermal screening of all players/officials shall be checked by a non-contact thermometer (wrist/ forehead).
  3. Physical distancing of at least 6 feet to be strictly followed.
  4. Personal equipment such as gloves, face masks, mouth guard, helmet, shin guards, wrist band, head band, shoes etc. shall be used without sharing.
  5. Equipment which is bound to be shared and utilized continuously during tournament must be used carefully without using such equipment to rub/ touch face, remove sweat, cover mouth while hyperventilating etc.
  6. Wearing of Face masks will be mandatory at all times except during performance. All participants and officials must carry their own Face mask, hand sanitizer and water bottle all the times during the competition.
  7. While not in playing hall/field of play, wash your hands with soap even when hands are not visibly dirty. Use of alcohol based hand sanitizers can be made wherever feasible.
  8. Spitting will be strictly prohibited.
  9. Strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/ handkerchief/flexed elbow and disposing off used tissues properly.
  10. If any player/official or his/her family member/relative is suspected/tested positive for COVID-19 to whom the player/official has been sharing common living space or has been in contact, then it is expected from the concerned Player/Official to inform the Convenor/Covid Task Force/Office immediately and refrain from attending the tournament/office to prevent risk of exposing others in the tournament/ office as has been specified in the Standard Operating Procedure (SOP) issued by M/o H&FW on 04.06.2020.
  11. At venue all the players/Officials may ensure and implement the instructions strictly as issued by the Central/State Government from time to time.
  12. Only those players are permissible in the playing hall/field of play whose events are in progress. The next lot of players and officials should wait outside the venue and shall enter the playing hall/field of play once the players from previous event will leave the playing hall/field of play.
  13. Use covered dustbins to manage used masks and waste materials.
  14. Aarogya Setu App must be installed in the phones of all participants/officials. Entry will be allowed in the venue only if the status is found to be “Safe”.
  15. The Exit should be done in a staggered row-wise manner to avoid crowding.
  16. All participants are requested to support the Task Force to ensure the Covid norms are followed strictly.

Annexure-III

Guidelines for All India Civil Services (AICS) Athletics Championship 2021-21

  1. This AICS Athletics Championship will be conducted as per the Rules and Regulations of Athletics Federation of India.

  2. The following events will be conducted in this AICS Athletics Championships:

Men (Open) – 17 Events and Two Relays

  • 100 Mts, 200, 400, 800, 1500, 5000, 10000
  • 110 Hurdles
  • 400 Hurdles, Long Jump, Triple Jump, High Jump, Pole Vault, Shot Put (7.260 Kg), Discus Throw (2 Kg), Hammer Throw (7.260 Kg), Javelin Throw (800 gms)
  • 4×100 Relay & 4×400 Relay

Men Veteran (40 yrs to 50 Yrs) – 07 Events

  • 100 Mts, 400, 800, 1500, Long Jump, Shot put (6 Kg) & Discus Throw (1.75 Kg)

Men Veteran (50 yrs to 60 Yrs) – 07 Events

  • 100 Mts, 400, 800, 1500, Long Jump, Shot put (5 Kg) & Discus Throw (1.5 Kg)

Women (Open) – 12 Events and Two Relays

  • 100 Mts, 200, 400, 800, 1500
  • 100 Hurdles
  • 400 Hurdles, Long Jump, High Jump, Shot Put (4 Kg), Discus Throw (1 Kg), Javelin Throw (600 gms)
  • 4×100 Relay & 4×400 Relays

Women Veteran (35 yrs – 45 Yrs) – 06 Events

  • 100 Mts, 200 Mts, 400 Mts, Long Jump, Shot Put (4 Kg) & Discus Throw (1 Kg)

Women Veteran (45 yrs – 60 Yrs) – 04 Events

  • 100 Mts, 200, Long Jump & Shot Put (4 Kg)
  1. Each state team can enter maximum two athletes in each event.

  2. An athlete can participate only in two individual events (including veteran events) and in two relay events.

  3. Only one Relay team will be allowed to enter from each State/RSB.

  4. There must be FOUR participants from two different States/RSBs to conduct an event.

  5. Every athlete must be in proper kit to participate in the event and must report 45 minutes before the start of the Track Events and one hour before the Field Events.

  6. Every athlete wear his BIB No allotted to him. If any fraud in the changing of BIB No. is found, the fraud athlete and the entire team will be scratched and debarred from AICS for five years.

  7. Each athlete should carry 1 Card for identity and will be checked before the event. Veteran Athlete should also carry Age proof for identification.

  8. Participation certificates will be issued to all the participants. Merit Certificates and Medals will be presented to First, Second & Third place holders.

  9. Best Athlete Trophy in Men & Women (Open Sections only) will be identified based on points tabulated from the point table (IAAF scoring table) in relation to their performance in each event in competition.

  10. Team Championships in Men & Women (Open sections only) will be awarded on the basis of points tally to the best six winners in each event. The points will be 7, 5, 4, 3, 2, 1 for first six places.

  11. Qualifying Standards for conducting events will be decided in “Managers Meeting” which will be conducted on the evening of a day before the date of commencement of the tournament. Any decision taken during the “Managers Meeting” will be honoured and implemented as decided.
