Sub: All India Civil Services Athletics Championship 2022-23.
Central Civil Services Cultural and Sports Board (CCSCSB) in collaboration with Govt. of Maharashtra IS organizing All India Civil Services Athletics Championship 2022-23. The details of the Championship are as under:

2. A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, composition of Team Rules of games etc has already been circulated to all concerned. It is also available on the website at http://dopt.gov.in/about-us/wings-or-division-in-dopt/Welfare-divisions.
3. The States/UTs and Regional Sports Boards are requested to consider sending their teams for the above All India Civil Services Tournaments.
4. It may be ensured that the entries are submitted within prescribed time limits, Teams are requested to make their own arrangements for accommodation and transportation.
5. List of players along with photocopy of their Identity Card should be authenticated by the authorized officer under his/her signature & seal. All the participants shall carry individual Identity Card/Identity Slip/Age Proof for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Championship.
6. Managers’ meeting is likely to be held at the venue on the evening of a day before the date of commencement of the tournament.
7. Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating State/UTs/RSB’s.
8. Every participating team may bring two flags representing their States/UT/Regional Sports Board with them.
9. It should be ensured that every member of the team reports at the venue and participates in the Championship as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the Championship. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during All India Civil Services Tournaments.
10. The following categories of employees are not eligible for participation in AICS Tournaments:-

(a) Uniform personnel in Defence Services/Para Military Organizations/Central Police Organization/Police/RPF/CISF/BSF/ITBP/NSG etc.

(b) Employees of Autonomous bodies/undertaking/Public Sector Banks even though administratively controlled by the Central Ministries.

(c) Casual / Daily wages workers.

(d) Employees attached to offices on temporary duty.

(e) A newly recruited employed who has put less than 6 months in regular establishment/ service

1. Any information regarding change in dates/venue/cancellation etc. about the AICS tournament will be available on our website i.e. www.dopt.gov.in. All the participating teams are, therefore requested to check from organizers of the tournament about any possible change before starting their journey.
2. Referees’/Umpires’ decision shall be final and binding on the competing teams.
3. The Guidelines for All India Civil Services Athletics Championship which includes Age Category and Events to be conducted is attached at Annexure-I.
4. The entries in the prescribed proforma enclosed at Annexure II (duly filled) may be sent to the Nodal Officers (before last date of receipt of entries i.e. 22.3.2023) along with photocopy of ID card as per details given below:-

Guidelines for All India Civil Services Athletics Championship 2022-23

1. This AICS Athletic Championship will be conducted as per the Rules and Regulations of Athletic Federation of India.
2. The following events will be conducted in this AICS Athletic Championships:

Men (Open) – 17 Evens and Two Relays

100 Mts, 200, 400, 800, 1500, 5000, 10000, 110 Hurdles, 400 Hurdles, Long Jump, Triple Jump, High Jump, Pole Vault, Shot Put ( 7.260 Kg ), Discus Throw ( 2 Kg ), Hammer Throw ( 7.260 Kg ), Javelin Throw ( 800 gms ), 4 \times 100 Relay & 4 \times 400 Relay,

Men Veteran ( 40 yrs to 50 Yrs) – 07 Events

100 Mts, 400, 800,1500, Long Jump, Shot put ( 6 Kg ) & Discus Throw ( 1.75 Kg ).

Men Veteran ( 50 yrs to 60 Yrs)- 07 Events

100 Mts, 400, 800, 1500, Long Jump, Shot put ( 5 Kg ) & Discus Throw ( 1.5 Kg ).

Women (Open) – 12 Evens and Two Relays

100 Mts, 200, 400, 800, 1500, 100 Hurdles, 400 Hurdles, Long Jump, High Jump, Shot Put ( 4 Kg ), Discus Throw ( 1 Kg ), Javelin Throw ( 600 gms ), 4 \times 100 Relay & 4 \times 400 Relays.

Women Veteran ( 35yrs – 45 Yrs) – 06 Events

100 Mts, 200 Mts, 400Mts, Long Jump, Shot Put ( 4 Kg ) & Discus Throw ( 1 Kg )
Women Veteran ( 45yrs – 60 Yrs) – 04 Events – 100 Mts, 200, Long Jump & Shot Put ( 4 Kg )

3. Each team can enter maximum two athletes in each event.
4. An athlete can participate only in two individual events (including veteran events) and in two relay events.
5. Only one Relay team will be allowed to enter from each State/RSB.
6. There must be FOUR participants from two different States/RSBs to conduct an event.
7. Every athlete must be in proper kit to participate in the event and must report 45 minutes before the start of the Track Events and one hour before the Field Events.
8. Every athlete shall wear his/her BIB No allotted to him/her. If any discrepancy in the changing of BIB No. is found, the concerned athlete and the entire team will be scratched and debarred from AICS for five years.
9. Each athlete shall carry I Card for identity and will be checked before the event. Veteran Athlete should also carry Age proof for identification.
10. Participation certificates will be issued to all the participants. Merit Certificates and Medals will be presented to First, Second & Third place holders.
11. Best Athlete Trophy in Men & Women (Open Sections only) will be identified based on points tabulated from the point table (IAAF scoring table) in relation to their performance in each event in competition.
12. Team Championships in Men & Women (Open sections only) will be awarded on the basis of points tally to the best six winners in each event. The points will be 7,5,4,3,2,1 for first six places.
13. Qualifying Standards for conducting events will be decided in “Managers Meeting” which will be conducted on the evening of a day before the date of commencement of the Championship. Any decision taken during the “Managers Meeting” will be honoured and implemented as decided.

VERIFICATION CERTIFICATE The State Government/R.S.B. intends to enter a team for the All India Civil Service Tournament/Competition. Consequently, I submit the entry form duly completed. I hereby undertake on behalf of the State Govt./RSBs to abide by the rules and instructions of the Tournament/Competition.

I certify that the players mentioned in this form who will participate in the All India Civil Services Tournament/Competition are employees of the State Government/Central Government. No member of the team is a casual/daily wage employees. All the players are eligible to participate in the Tournament/Competition as per eligibility criteria laid down by the Board. In case if it is found that any member of the team is not eligible and is included in the team, the team will be automatically disqualified from the Tournament/Competition without any notice.
I also undertake the responsibility to ensure that this State’s/RSB’s team after being entered in the Tournament/Competition will participate in the Tournament/Competition and at any stage would not refuse to participate or withdraw from the Tournament/Competition without prior approval of the Board.

Note:-
(a) The participants are required to produce their office identity cards at the venue. Therefore they shall bring their Identity Cards with them. Where the system of Identity Card is not in force, the participants can produce their photographs duly authenticated by their offices.
(b) This proforma will be used for all the AICS Tournaments/Competition and will be furnished to the Organising Secretary with an endorsement to the Board’s office at least 10 days before the commencement of the Tournament/Competition duly signed by an officer not below the rank of Under Secretary concerned of the State and by the Secretary or President of Regional Sports Board.
