The Central Civil Services Cultural & Sports Board (CCSCSB) in collaboration with Government of Andhra Pradesh is organizing All India Civil Services Athletic Championship 2017-18 at Guntur District, Andhra Pradesh. Details of the Championship are as under:

- A copy of the updated rules for All India Civil Services Tournaments indicating eligibility criteria, composition of Team, Rules of games etc. has already been circulated to all concerned. The same is available on the website at http://dopt.gov.in/about-us/wings-or-division-in-dopt/Welfare-divisions.
- The States/UTs and Regional Sports Boards are requested to consider sending their team for the above All India Civil Services Tournaments. The entries may be sent in the prescribed proforma directly to the concerned officer/organizer indicated at para 16 with a copy to CCSCSB on or before 25th January 2018.
- It is requested that the entries are submitted within prescribed time limits, failing which organizer will not be responsible for accommodation and transport facilities.
- List of players along with photocopy of their Identity Card should be authenticated by the authorized officer under his signature & seal.
- All the participants shall carry individual Identity Card/Identity Slip/Age proof for verification of eligibility criteria by the Organizing Committee/Representatives of the Board at the venue of the All India Civil Services Tournaments.
- Addresses, Telephone Numbers, E-mail Addresses may be indicated by the participating State/UTs/RSBs.
- Manager’s meeting may be held on the evening of a day before the date of commencement of the tournament.
- Every participating team may bring two Flags representing their State/UT/Regional Sport Board with them.
- It should be ensured that every member of the team report at the venue and participates in the tournament as scheduled. Failure to do so shall be treated as an act of indiscipline. All the participants shall maintain strict discipline on and off the venue of the tournament. Any act of indiscipline/misbehavior/misconduct will attract the provision of CCS (Conduct) Rules since Government Employees are treated ‘ON DUTY’ during All India Civil Services Tournaments.
- The following categories of employees are not eligible for participation in AICS Tournaments:-
Uniform personnel in Defence Services/Para Military Organisaions/Central Police Organisagion/Police/RPF/CISF/BSF/ITBP/NSG etc. Employees of Autonomous bodies/ undertaking/Public Sector Banks eventhough administratively controlled by the Central Ministries. Casual / Daily wages workers. Employees attached to offices on temporary duty. A newly recruited employed who has put less than 6 months in regular establishment / service 12. Any information regarding change in dates/venue/cancellation etc. about the AICS tournament will be available on our website i.e. www.persmin.nic.in. All the participant teams are, therefore requested to check from organizers of the tournament about any possible change before starting their journey. 13. It is further clarified that matches for 3^{rd } place (both in Team and Individual event) must be organized in order to determine 3^{rd } place. 14. The decision of Referee/Umpires shall be final and binding on the competing teams. 15. The Guidelines for All India Civil Services Athletic Championship which includes Age Category and Events to be conducted is attached at Annexure-1. The Entry Form is attached at Annexure 2. 16. Guidelines for All India Civil Services (AICS) Athletic Championship 2017-18
- This AICS Athletic Championship will be conducted as per the Rules and Regulations of Athletic Federation of India.
- The following events will be conducted in this AICS Athletic Championships:
Men (Open) – 17 Evens and Two Relays
100 Mts, 200, 400, 800, 1500, 5000, 10000, 110 Hurdles, 400 Hurdles, Long Jump, Triple Jump, High Jump, Pole Vault, Shot Put ( 7.260 Kg ), Discus Throw ( 2 Kg ), Hammer Throw ( 7.260 Kg ), Javelin Throw ( 800 gms ), 4 \times 100 Relay & 4 \times 400 Relay,
Men Veteran ( 40 yrs to 50 Yrs) – 06 Events
100 Mts, 400, 1500, Long Jump, Shot put ( 6 Kg ) & Discus Throw ( 1.75 Kg ).
Men Veteran ( 50 yrs to 60 Yrs)- 05 Events
100 Mts, 800, Long Jump, Shot put ( 5 Kg ) & Discus Throw ( 1.5 Kg ).
Women (Open) – 12 Evens and Two Relays
100 Mts, 200, 400, 800, 1500, 100 Hurdles, 400 Hurdles, Long Jump, High Jump, Shot Put ( 4 Kg ), Discus Throw ( 1 Kg ), Javelin Throw ( 600 gms ), 4 \times 100 Relay & 4 \times 400 Relays.
Women Veteran ( 35yrs – 45 Yrs) – 04 Events
100 Mts, 200 Mts, Long Jump& Shot Put ( 4 Kg )
Women Veteran ( 45yrs – 60 Yrs) – 02 Events – 100 Mts& Shot Put ( 4 Kg )
- Each state team can enter maximum two athletes in each event.
- An athlete can participate only in two individual events (including veteran events) and in two relay events.
- Only one Relay team will be allowed to enter from each State/RSB.
- There must be FOUR participants from two different States/RSBs to conduct an event.
- Every athlete must be in proper kit to participate in the event and must report 45 minutes before the start of the Track Events and one hour before the Field Events.
- Every athlete wear his BIB No allotted to him. If any fraud in the changing of BIB No. is found, the fraud athlete and the entire team will be scratched and debarred from AICS for five years.
- Each athlete should carry I Card for identity and will be checked before the event. Veteran Athlete should also carry Age proof for identification.
- Participation certificates will be issued to all the participants. Merit Certificates and Medals will be presented to First, Second & Third place holders.
- Best Athlete Trophy in Men & Women (Open Sections only) will be identified based on points tabulated from the point table (IAAF scoring table) in relation to their performance in each event in competition.
- Team Championships in Men & Women (Open sections only) will be awarded on the basis of points tally to the best six winners in each event. The points will be 7,5,4,3,2,1 for first six places.
- Qualifying Standards for conducting events will be decided in “Managers Meeting” which will be conducted on the evening of a day before the date of commencement of the tournament. Any decision taken during the “Managers Meeting” will be honoured and implemented as decided.
