Advance Credit of Half Pay Leave to Central Government Employees

This office memorandum clarifies the procedure for granting advance credit of half pay leave to Central Government employees for the incomplete portion of 1985. It builds upon a previous notification from December 3rd, 1985, addressing a question regarding how to regulate half pay leave for that period. The memorandum states that employees can receive credit for incomplete service in 1985 until December 31st, 1985, at a rate of 5/3 per month, added to their leave account on January 1st, 1986. Months with more than 15 days of service will be rounded up for calculation. The order also specifies that the Indian Audit & Accounts Departments were consulted before issuance.

OFFICE HYMORANDUM

Subject:- Advance credit of half pay leave to the Cntral Government employees.

The undersigned is directed to refer to the Department of Personnel & Training Notification Ho. 13014/1/85-Estt.(L), dated the 3rd December, 1985 wherein the Central Government employees have been allowed to avail the benefit of advance credit of half pay leave by crediting to their half pay leave account on Ist January & Ist July each year. Now a question has arisen as to how the half pay leave for incomplete portion of 1985 will be regulated. This matter has been considered by this Department and the President is now pleased to decide that the employees may be allowed the benefit of half pay leave for incomplete period of service of 1985 till 31st December, 1985, by crediting to their half pay leave account at the rate of 5 / 3 per month on Ist January, 1986 alongwith the advance credit of half pay leave. While calculating the completed months of service, the month may be rounded off to the next higher, if it exceeds more than 15 days. For example, if an employee who has completed a year’s service on 11.5.1985, he may be given the benefit of half pay leave from May (since it exceeds more than 15 cays) to December, 1985, for 13 days ( 5 / 3 \times 8=13 \frac{1}{3} ).
