Subject: Acceptance of election results in respect of Central Government Employees Residents Welfare Association, Type-II, III & IV, Sector-5, R.K. Puram, New Delhi for the block years 2017-19.
Sir,
Please refer to this Department’s letter of even number dated 24.07.2017 on the above subject. Considering the irregularities committed during the conduct of election by the Returning Officer, as highlighted by the Area Welfare Officer in his reports, decision was taken by Chief Welfare Officer (RWA) not to accept the election result held on 28.05 .2017 and treat it as null and void.
- Ms. Anjali Chauhan and other candidates, who contested election of the CGERWA, Type-II, III & IV, Sector-5, R.K. Puram, New Delhi for the block years 2017-19, had submitted an appeal with the Joint Secretary, in-charge of Welfare in DoPT under Para IX(k) of the Model Constitution, against decision of CWO (RWA) for not accepting the election result of the Association.
- A meeting was held by the Joint Secretary, in-charge of Welfare in DoPT on 13.12.2017 for a personal hearing with the appellants to facilitate decision on the appeal. Chief Welfare Officer (RWA), the Area Welfare Officer and the Returning Officer also attended the meeting.
- As per the decision taken in the above meeting, the election results, in respect of following posts of the Managing Committee of CGERWA, Type-II, III & IV, Sector-5, R.K. Puram, New Delhi, for remaining period of the block years 2017-19 has been accepted. Any change in the name, address and telephone number of office bearers of the Managing Committee, may be intimated to this Department.

Ms. Anjali Chauhan and other candidates, who contested election of the CGERWA, Type-II, III & IV, Sector-5, R.K. Puram, New Delhi for the block years 2017-19 held on 28.05.2017, had submitted an appeal with JS in-charge of Welfare in DoPT under Para IX(k) of the Model Constitution, against decision of the Chief Welfare Officer (RWA) for not accepting the election result and treating it as null and void.
- A meeting was held by the Joint Secretary, in-charge of Welfare in DoPT on 13.12.2017 for a personal hearing with the appellants to facilitate decision on the appeal. Chief Welfare Officer (RWA), the Area Welfare Officer and the Returning Officer also attended the meeting.
- Shri Y.P. Bhatt and Shri Ram Chander Prasad, the two candidates who contested for the post of Joint Secretary of the Association, got equal votes and the result for this post was tie. It was decided in the above meeting that tenure for the remaining period of the block years 2017-19 may be divided between the two candidates with their mutual consent.
- In view of above, it is requested that the consent of Shri Y.P. Bhatt and Shri Ram Chander Prasad, for sharing tenure of the remaining period of the block years 2017-19 (w.e.f. date of acceptance of election result for this post till 31st March, 2019) may be obtained and furnished to this Department urgently to facilitate acceptance of result for the post of Joint Secretary.
