ACC Directives on Inter-Cadre Deputation for IAS Officers to Chandigarh Administration

A

New directives have streamlined the process for deputing IAS officers to Chandigarh Administration, acknowledging the unique administrative ties between Punjab and Haryana. Historically, such proposals underwent a specific committee review, but now, the Ministry of Home Affairs can directly forward them to the Appointments Committee of the Cabinet. This change recognizes that these specific deputations operate outside the standard inter-cadre guidelines. Additionally, there’s a recommendation to explore making these deputed posts permanent within the Punjab and Haryana cadres, aiming for more stable administrative arrangements.

2. While considering proposals of inter cadre deputation of Shri Ajoy Kumar Sinha, IAS(PB:1996) and Shri Harish Nayar, IAS(PB:2010) from Punjab cadre to AGMUT(Chandigarh Administration), the Appointments Committee of the Cabinet (ACC) has also approved the following:
(i) since the deputation to the posts in Chandigarh Administration flows out of the administrative arrangements between Punjab and Haryana and are not strictly covered under inter-cadre deputation guidelines, placing such proposals before the Committee headed by Secretary(P) for considering inter-cadre deputation may be dispensed with, and MHA may move such proposals directly to the Appointments Committee of the Cabinet;
(ii) as recommended by the Committee headed by Secretary(DoPT), DoPT may examine the feasibility of encadrement of these posts in Punjab and Haryana cadres.
