OFFICE MEMORANDUM

Subject: Abolition of 85 % post falling vacant meant for direct recruitment in the grade of JSA(erstwhile LDC)-reg.

In pursuance of DoP&T’s O.M. No. 9/2/2003-CS-II dated 20^{th } April, 2005, it was decided to abolish 85 % of the posts falling vacant on or after 03-10-2003 meant for direct recruitment quota in the grade of JSA(erstwhile LDC) of CSCS. The said decision was taken by the Cabinet after considering the recommendations of the report of First Cadre Restructuring of CSS.

  1. However, it is observed that though a number of the cadre units have achieved the target of abolition of 85 % of the posts falling vacant on or after 03-10-2003 meant for direct recruitment in the grade of JSA(erstwhile LDC) of CSCS every year. Some cadre units as shown in Annexure still have to achieve the target.
  2. The Ministries/Departments shown in the Annexure are requested to take necessary action to abolish the remaining posts immediately and furnish a compliance report to DoP&T by 13^{th } May, 2016 along-with a copy of the Office Order of the number of posts abolished. The deadline may please be strictly adhered to.

ORDER

Subject: – Change in the Mode of Recruitment and abolition of vacant posts in the Grade of Lower Division of Central Secretariat Clerical Service (CSCS).

The Government had set up a Committee on Cadre Restructuring of Central Secretariat Service (CSS) in February, 2001. The Committee submitted its report in February, 2002. The Report of the Committee has been considered by the Government and inter-alia following decisions, have been taken: –
(i) To discontinue the Direct Recruitment to the post. of Lower Division Clerk of Central Secretariat Clerical Service (CSCS).
(ii) To abolish vacant posts of Lower Division Clerk in CSCS, which are filled up through direct recruitment.
(iii) To change the mode of recruitment for the post of Lower Division Clerk in CSCS by way of 70 % by promotion of Group ‘D’ staff and 30 % through Limited Departmental Competitive Examination (for Group ‘D’ Staff).

  1. All the Cadre Authorities of CSCS are requested to immediately issue the necessary orders abolishing all the vacant posts in the Lower Division Grade of CSCS as on 3.10.2003, falling under Direct Recruitment Quota ( 80 % on the basis of Competitive Examination held by the SSC and 5 % on the basis of selection made by Staff Selection Commission from amongst outstanding sportsmen) except those against which nominations had already been made by this Department and the nominated candidates have reported for duty subsequently. So far as the posts of LDC falling vacant on and after 3.10 .2003 are concerned, 85 % of all such vacant posts shall also continue to be abolished in each Select List year.
  2. Consequently, the instructions regarding restructuring of CSCS, issued vide this Department’s O.M. No.14/7/76-CS-II dated 16.10.1979 as amended vide
    O.M. No. 14/7/76-CS-II dated 30.11.1979, O.M. No. 12/6/91-CS-II dated 16.3.1992, O.M. No. 12/8/90-CS-II dated 30.3.1994 and O.M. No. 3/10/94-CS-II dated 11.9.1995 shall stand withdrawn.
  3. Necessary notification relating to amendments to the CSCS Rules, 1962 will be issued separately.
