Please refer to my D.O. letter of even number dated 11.9.2006 regarding extension of the Kashmir Valley Package for a further period of one year till 30.6.2007.
- As you are already aware, this package is uniformly applicable to all Central Government employees serving in the Kashmir Valley. Consequent upon the numerous court decisions on the issue, the matter has been reviewed in this Department and it has been decided that since a uniform package has already been laid down having the approval of the Cabinet Committee on Security (CCS), it is imperative on the part of Ministries/Departments to adhere to the same.

It is, thus, the basic responsibility of the concerned Ministries/Departments to ensure the implementation and monitoring of the Kashmir Valley Package, since a uniform package has already been circulated and, therefore, all court cases in which verdicts are given contrary to the package, would have to be contested by the Ministries/Departments in the spirit of the package.
