Dear Sir/Madam,
Central Civil Services Cultural & Sports Board (CCSCSB) is the Central Agency for promotion of Cultural & Sports Activities amongst Central Government employees in the country. It works under the aegis and control of the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel & Training, Government of India.

  1. CCSCSB, in collaboration with State Government and Union Territory Administrations organises All India Civil Services Tournaments (AICS) in various disciplines every year. These tournaments are open to the civilian employees of the Central & State Government/Union Territory Administration. These tournaments not only provide opportunity to the Central Government and State Government employees to meet and interact with each other in the field of Sports, but also help in fostering national integration.
  2. CCSCSB intends to organise All India Civil Services Music, Dance & Drama Competition during the month of Feb.-March, 2020. The events proposed to be conducted along with Rules & Regulations of the competition are enclosed at Annexure.
  3. This competition is being organised after a long interval. I shall be grateful if you could kindly confirm participation of your team in the competition at an early date to enable the hosts to make necessary arrangements. In case your State wishes to organise the competition, the same may also be confirmed immediately through email (kb.malhotra@nic.in).

ALL INDIA CIVIL SERVICES MUSIC, DANCE & SHORT PLAY COMPETITION

The eligibility conditions for participating in the competition shall remain the same as other AICS sports tournaments. The composition of team for All India Civil Services Music, Dance & Short Play Competition shall be as under:-

(a) Classical / Light Classical
(b) Western
VII Dances (Solo and group)
(a) Classical (Solo)
(b) Folk (Solo & Group) (maximum no of artists 08)
(i) Folk dance must be representing a culture of a particular state.
(ii) Medley of songs & Live Music in folk song are not allowed.
(c) Western Dance (Solo)
(i) Medley of Songs (group of songs) is strictly not allowed.
(ii) Bollywood song may be played with western beats only.
(iii) Provocative dance steps, Indecency in dress & lyrics are strictly prohibited.
(iv) If anything found against the rules, the performance will be stopped immediately.
VIII Short Play

GENERAL RULES AND REGULATION FOR THE COMPETITION

(a) No competition will be conducted in an event if the number of entries is less than three. (b) No prizes will be given if the entries are less than five in any category. (c) One team can give only one entry in each category. (d) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board/Organising State/RSB. (e) The Judges will give clear verdict of 1^{st }, 2^{nd } & 3^{rd } position. There will be no tie in ANY POSITION. (f) The assessment made by the judges shall be bound on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances. (g) The decision taken by the Board or by the Organising State/RSB on behalf of the Board regarding Prizes shall be final and no representation shall be entertained to this effect. (h) Participants may bring their own Instruments & instrumentalists in the Competition. (i) A harmonium & tabla along with Tabalchee will be made available to the participants. No other Instrumentalist will however be provided. The instrumentalists accompanying the competitor are not entitled to receive any TA/DA. (j) In Group performance, minimum 04 & maximum 08 participants can perform. (k) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail. (1) Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time.
(m) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehavior or indiscipline by any participant strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant.

GUIDELINES FOR JUDGES

Prizes will be awarded on the recommendations of panel of Judges that will be appointed by the Board. The judges will make their recommendation by awarding marks for various aspects of each item as per details given below:-

RULES FOR SHORT PLAY COMPETITION

(a) The maximum duration of Play shall be 50 Minutes (inclusive 05 minutes for stage set up etc.) Curtain will be dropped on expiry of 50 Minutes of allotted time. The minimum duration of the play should not be less than 30 minutes.

(b) Individual prizes 1st, 2nd & 3rd will be awarded in each of the following category:-

(a) Best Actor (Main Role) (b) Best Actress (Main Role)
(c) Best Actor (Supporting Role) (d) Best Actress (Supporting Role)
(e) Child Artist (only Govt. Employee) (f) Best Play
  • Best Play will be awarded on the basis of best production, best direction & acting.
  • Extra marks may be awarded for original script. The writer of the script will submit an undertaking before the stage performance.

(c) No controversial matter/content in any form will be entertained.

(d) If Board finds any controversial entry, the play will be stopped and disqualified. Notwithstanding the above rules, the Board/Organiser may reject any entry at any time without assigning any reasons.

(e) Request for postponement of Play either in respect of time or date will not be entertained.

(f) Decision of the Organisers/Board will be final and binding on all and no representation will be entertained against any judgment.

(g) Minus marking to the extent of maximum 10 marks may be made by the judges for indecency in speech, action or gestures beyond dramatic norms.

If a play has more than 08 artists, they may be taken from other categories. But over all composition of the team will be restricted to 35 only.

March-past will be held on first day of the competition and Winner & Runners Up Trophy will be awarded.

Subject: Participation by Central Government Servants in All India Civil Services* Competitions/events in Music, Dance and Drama -reg.

With a view to encourage participation of Central Government servants in All India Civil Services Competitions/events in Music, Dance and Drama, the President is pleased to decide that the participation of Central Government servants in the All India Civil Services Competitions/events in Music, Dance and Drama conducted by the Central Civil Services Cultural & Sports Board or under its aegis, may be treated as on duty, and such Central Government servants may also be considered for travel entitlements for Journey on Tour.

  1. Insofar as the employees belonging to the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

  2. This OM will be effective from the date of its issuance.
