INTER-MINISTRY MUSIC, DANCE AND SHORT PLAY COMPETITION, 2019-2020

The Central Civil Services Cultural and Sports Board is organizing the Inter-Ministry Music, Dance and Short Play competition 2019-20 from $17^{\text {th }}$ to $21^{\text {st }}$ February, 2020 at C.S.O.I Auditorium, Vinay Marg, New Delhi. The Ministries/Departments desirous to participating in the Inter-Ministry Music, Dance and Short Play competition may send their entries in the prescribed Proforma (attached) to the Central Civil Services Cultural \& Sports Board, Department of Personnel \& Training, Room No.361, “B” Wing, $3^{\text {rd }}$ Floor, Lok Nayak Bhawan, New Delhi 110003. Last date for submission of entries in the Central Civil Services Cultural \& Sports Board office is $7^{\text {th }}$ February, 2020.
2. The entry fee will be Rs. $75 /-$ per head per event for solo music category and dance category. The Entry fee for group events and short play will be Rs.300/- . The name of each participant for group dance and short play may be mentioned in the entry form. The fee may be deposited in Board’s Account through online/NEFT mode only. Board’s bank details are as under:

  1. The prescribed form duly signed by the Welfare Officer concerned should reach on or before the last date mentioned above. The rules and regulations governing the eligibility conditions for participation, etc. in the Inter-Ministry Tournament is available on the website of the Department of Personnel \& Training (https://dopt.gov.in/about-us/wings-or-division-in-dopt/welfare-divisions).

  1. Participants of Inter-Ministry Music & Dance competition being government employees are subjected to the provisions of conduct Rules. Any violation of these provisions would invite disciplinary proceeding.

  2. Decisions of the judges shall be final & no appeal against their decision would be entertained. Any act of indiscipline will be taken seriously by the Board Team members and team may be debarred from participating in future competitions.

  3. Persons working in corporation, Public Sector, Autonomous bodies/Public Sector Banks/Undertaking (like FCA, DTC, LIC, ESIC, CBSE etc.) will not be eligible to participate in the Inter-Ministry/AICS Tournaments even though administratively controlled by the Central Ministries.

  4. The Selection of the artists for All India Civil Services Music and Dance and Short Play Competition will be made on the basis of their performance in this competition.

  5. There will be March Past on inaugural day. Each Ministry may bring their own flag for the event.

  6. The Final fixture will be uploaded after the last date of entries i.e. 7th February, 2020.

The Ministry intends to enter a team for the Inter-Ministry Tournaments/Competition. Consequently I submit the entry form duly completed. I hereby undertake on behalf of the Ministry to abide by the rules and instructions of the tournament/Competition,

Eligibility Criteria

A permanent Central Government Employee working in Delhi & New Delhi is eligible for participation in competition. Contractual, Daily Wager, Casual Labour are not allowed.

GENERAL RULES AND REGULATION FOR THE COMPETITION

(a) No competition will be conducted in an event on a group if the number of entries less than three.
(b) No prizes will be given if the entries are less than five in any category.
(c) One team can give only one entry in each category.
(d) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board.
(e) The Judges will give clear verdict of $1^{\text {st }}, 2^{\text {nd }} \& 3^{\text {rd }}$ position. There will be no tie for ANY POSITION.
(f) The assessment made by the judges shall be binding on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances.
(g) The decision taken by the Board regarding prizes shall be final and no representation shall be entertained to this effect.
(h) A Harmonium and tabla along with Tabalchee will be made available. No other Instrumentalist will however be provided. The Competitors may use their Instruments with their own Instrumentalists. The instrumentalists accompanying the competitor are not entitled to receive any TA/DA.
(i) Participants may bring their own Instruments in the Competition.
(j) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail.
(k) Entries must come through Welfare Officer of the Ministry. Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time.
(1) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehavior or indiscipline by any participant strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant.

Short Play

(a) The maximum duration of Play shall be 60 Minutes (inclusive stage set up etc). Curtain will be dropped/bell will be rung on expiry of 60 Minutes of allotted time. The minimum duration of the play not be less than 30 minutes. (b) Extra marks will be awarded for original script. The writer will submit an undertaking before the stage performance. (c) The prize of Best Play will be awarded to a team in Inter Ministry Competition which will be on the basis of best production, best direction & acting and that team will present a play in All India Competition. (d) No controversial matter/content in any form will be entertained. If Board finds any controversial entry, the Play will be stopped and disqualified. Notwithstanding the above rules, the Board may reject any entry at any time without assigning any reasons. (c) Request for postponement of Play either in respect of time or date will not be entertained. (d) Decision of the Organisers/Board shall be final and binding on all and no representation shall be entertained against any judgment. (e) The Judges will make their assessment by awarding marks under the following categories mentioned against each items.

Negative Marking:-

(a) Negative marking to the extent 10 Marks may be made by the Judges for indecency in speech action \& gestures beyond Dramatic Norms.


(b) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the Participants/Official/Judges. All are requested to see the Notice Board without fail. (c) Entries once submitted will not be allowed to be altered/changed. (d) The Strict discipline shall be maintained by all, participants on and off the stage during the period of the Competition. The Manager of the Team will be responsible for this purpose. In case of Misbehaviors or Indiscipline by any participant strict disciplinary action shall be taken against the participant.

First Winners of Inter-Ministry Competition will constitute the team for All India Competition. Best play (on the basis of Direction, Production, Acting etc) will be staged in the All India Competition.

March-past of All the states will be held and Winner \& Runners Up Trophy will be awarded.
