CIRCULAR

Subject: Inter Ministry Music, Dance & Short Play Competition, 2021-22 for Central Government Employees working in Delhi / New Delhi

On the occasion of 75 years of independence of India, Government of India is celebrating Azadi ka Amrit Mahotsav. The objective of the Mahotsav is to enhance interaction and promote mutual understanding between people of different States and Union Territories by conducting activities in the field of language and culture.

  1. To commemorate the glorious history of Indian people and culture, Central Civil Services Cultural and Sports Board (CCSCSB) is organizing Inter-Ministry Music, Dance & Short Play Competition 2021-22 from 07th Mar 2022 to 11th Mar 2022 at CSOI Auditorium, Chankya Puri, Vinay Marg, New Delhi. The Ministry/Department desirous to participate in the tournament may send their entries in the prescribed proforma (Annexure-I) along with entry fee.

  2. It may be noted that there will be only one team from each Ministry/Department. The Ministry/Department may include in their team persons working in the attached and subordinate offices located at Delhi/New Delhi. All teams/Individuals would be represented as a part of Ministry’s Team only. Central Government autonomous organization like UPSC, Election Commission, C&AG’s office, Lok Sabha Secretariat, Rajya Sabha Secretariat, Cabinet Secretariat, PMO etc. can send independent teams. The entries shall be sent through the Welfare Officers of the Ministry/Department concerned.

  3. The entry fee will be Rs.75/- per event for solo category like solo music and dance category. The entry fee for group event will be Rs.300/- for each group like group song, group dance & Short Play. The Ministry/Department desirous to participate in the tournament may send their entries in the prescribed proforma (Annexure-I) duly signed by the Welfare Officer along with the entry fee to the office of Secretary, Central Civil Services Cultural and Sports Board, DoPT, Room No. 361, ‘B’ Wing, Lok Nayak Bhavan, Khan Market, New Delhi -110003 on or before the last date i.e. 22 Feb 2022. The following categories of employees are not eligible for participation in this competition:-

(a) Uniformed
Organisations/Central
Organisation/Police/RPF/CISF/BSF/ITBP/NSG etc.

(b) Employees of Autonomous bodies / Undertaking/Public Sector Banks/Corporations even though administratively controlled by the Central Ministries. (c) Casual/Daily wages workers. (d) Employees attached to offices on temporary duty. 7. Participants of Inter ministry Music, Dance& Short Play Competition being government employees are subjected to the provisions of conduct Rules. Any Violation of these provisions would invite disciplinary proceeding.

  1. Decisions of the judges shall be final & no appeal against their decision would be entertained. Any act of indiscipline will be taken seriously by the Board Team Members and team may be debarred from participating in future competitions.
  2. The Selection of the artists for All India Civil Services Music, Dance & Short Play Competition will be made on the basis of their performance in this competition.

  3. The general instructions as per SOP/Guidelines of COVID-19 issued by Central/State Govt., are to be strictly followed by the all artists and supporting staff during the competition are at Annexure – II. If it is found that the general instructions are not followed by any artist/official in the tournament he/she shall be liable to be debarred from the tournament.

  4. The rules and regulations, guidelines etc. for conduct of Competition is enclosed at Annexure III.

  5. The Final Schedule will be uploaded after the last date of entries.

GENERAL INSTRUCTIONS FOR PLAYERS AND SUPPORTING STAFF

To avoid mass gathering and to follow SOP guidelines of COVID-19 issued by Central/State Govt, the following instructions will be strictly followed by all participants/officials for smooth conduct of Inter Ministry Music, Dance and Short Play Competition 2021-22 from 7.3.2022 to 11.3.2022 at CSOI Auditorium, Chankyapuri, Vinay Marg, New Delhi.:-

  1. No extra person other than participant and designated officials will be allowed inside the playing hall/Field of Play.
  2. Thermal screening of all participants/officials shall be checked by a noncontact thermometer (wrist/forehead).
  3. The persons who are fully vaccinated shall be allowed to participate in the Inter Ministry Tournament/Competitions, without the requirement of producing RT-PCR test negative report. The Vaccination Certificates in respect of first and second dose shall be submitted to the respective Convener/Covid Task Force at the time of participation in the Tournament/Match. In case a person who has taken only one dose or no dose is taken, he/she is required to produce RT-PCR negative test report before taking part in the Tournament/Competition.
  4. Physical distancing of at least 6 feet to be strictly followed except while performing on the stage.
  5. Personal equipment such as gloves, face masks, mouth guard, wrist band, head band, shoes etc shall be used without sharing.
  6. No hand shake and high five is allowed.
  7. Equipment/Item which is bound to be shared and utilised continuously during competition must be used carefully without using such equipment/item to rub/ touch face, remove sweat, cover mouth white hyperventilating etc.
  8. Wearing of Face masks will be mandatory at all times except while performing. All participants and officials must carry their own Face mask, hand sanitizer and water bottle all the times during the competition.
  9. While not on stage, wash your hands with soap even when hands are not visibly dirty. Use of alcohol based hand sanitizers can be made wherever feasible.
  10. Strict practice of covering one’s mouth and nose while coughing/sneezing with a tissue/handkerchief/flexed elbow and disposing of used tissues properly.
  11. If any participant/official or his/her family member/relative is suspected/tested positive for COVID-19 to whom the participant/official has been sharing common living space or has been in contact, then it is expected from the concerned participant/Official to inform the Convenor/Covid Task Force/Office immediately and refrain from attending the tournament/office to prevent risk of exposing others in the tournament/office.
  12. At venue all the participants/officials may ensure and implement the instructions strictly as issued by the MHA Govt. of NCT of Delhi from time to time.
  13. Only those participants are permissible in on stage whose events are in progress. The next lot of participants and officials should wait in given room shall come on the stage once the previous event is over.
  14. Use covered dustbins to manage used masks and waste materials.
  15. Aarogya Setu App must be installed in the phones of all participants/officials. Entry will be allowed in the venue only if the status is found to be “Safe”.
  16. All participants are requested to support the Covid Task Force to ensure the Covid norms are followed strictly.

INTER MINISTRY COMPETITION OF MUSIC, DANCE & SHORT PLAY COMPETITION

The competition shall be held in the following categories:-

I Karnatic Music (Vocal) – Solo Time Limit (maximum)
(a) Classical Any Kriti of a well known South Composer in Any South Indian Language 07 Minutes
(b) Light Classical Javeli/Tillana/Devaraman Tarangam or any other light classical composition of any South Indian Language. Raga Alapa is not to be rendered in this item. 03-05 Minutes

GENERAL RULES AND REGULATION FOR THE COMPETITION

(a) No competition will be conducted in an event if the number of entries is less than three.
(b) One team can give two entries in each category, except Group dance, Group song and Short Play and Drama.
(c) Prizes will be awarded on the recommendation of panel of Judges appointed by the Board.
(d) The Judges will give clear verdict of 1^{st }, 2^{nd } & 3^{rd } position. There will be no tie in ANY POSITION.
(e) The assessment made by the judges shall be bound on all the participants/teams. No representation for reconsideration for the same shall be entertained under any circumstances.
(f) The decision taken by the Board regarding Prizes shall be final and no representation shall be entertained to this effect.
(g) Participants may bring their own instruments & instrumentalists in the Competition.
(h) A harmonium &table alongwithTabalchee will be made available to accompany the participant. No other Instrumentalist will however be provided.
(i) In Group performance minimum 04 & maximum 08 participants can perform.
(j) Any award winning performance whether it is play or group song/dance or solo performance, raga can be repeated but bandish should be new, it cannot be repeated by the same ministry during the next four years.
(k) All Notices served on the Official Notice Board at the venue will serve as the only official intimation to the participants/Official Judges. All are requested to see the Notice Board without fail.
(I) Entries once submitted would not be allowed to be altered/changed and no request will be entertained in this regard at any time.
(m) The strict discipline shall be maintained by all participants on and off the stage during the period of the Competition. The Manager of the team will be responsible for this purpose. In case of misbehavior or indiscipline by any participant strict disciplinary action, including debarment from future participation in the competition, shall be taken against the participant.

Prizes will be awarded on the recommendations of panel of Judges that will be appointed by the Board. The judges will make their recommendation by awarding marks for various aspects of each item as per details given below:-

RULES FOR SHORT PLAY COMPETITION

(a) The maximum duration of Play shall be 60 Minutes (inclusive 10 minutes for stage set up etc.) Curtain will be dropped on expiry of 60 Minutes of allotted time. The minimum duration of the play should not be less than 30 minutes.
(b) Individual prizes 1^{st }, 2^{nd } & 3^{rd } will be awarded in each of the following category:-

(a) Best Actor (Main Role) (b) Best Actress (Main Role)
(c) Best Actor (Supporting Role) (d) Best Actress (Supporting Role)

  • Best Play will be awarded on the basis of best production, best direction & acting.
  • Extra marks may be awarded for original script. The writer of the script will submit an undertaking before the stage performance.
    (c) No controversial matter/content in any form will be entertained.
    (d) If Board finds any controversial entry, the play will be stopped and disqualified. Notwithstanding the above rules, the Board/Organiser may reject any entry at any time without assigning any reasons.
    (e) Request for postponement of Play either in respect of time or date will not be entertained.
    (f) Decision of the Organisers/Board will be final and binding on all and no representation will be entertained against any judgment.
    (g) Minus marking to the extent of maximum 10 marks may be made by the judges for indecency in speech, action or gestures beyond dramatic norms.
