This Office Memorandum clarifies the eligibility of employees in non-statutory canteens/tiffin rooms within Central Government offices to appear for Departmental Examinations. It addresses instances where certain Ministries/Departments were restricting this right, referencing clause 8.11 of the Green Book which permits these employees to participate in recruitment processes if they meet the necessary qualifications. The memorandum reiterates that employees who became Central Government employees on or after October 1, 1991, are eligible to apply as departmental candidates and may be eligible for age concessions up to 35 years for Group C & D posts. All Ministries and Departments are instructed to implement these guidelines and inform their subordinate offices.
