This office memorandum clarifies the eligibility of canteen employees working in non-statutory canteens and tiffin rooms within Central Government offices to appear for Limited Departmental Competitive Examinations. It reaffirms their eligibility for direct recruitment posts and age concessions, but clarifies that Group ‘C’ and ‘D’ canteen employees are not eligible for promotion to other cadres through departmental competitive exams, as existing schemes are designed for accelerated promotions within their own cadre. Ministries and Departments are instructed to disseminate this information to all subordinate offices.

OFFICE MEMORANDUM
Subject: Eligibility of Canteen employees (serving in non-statutory Canteens/Tiffin Rooms located in Central Government Offices) to appear at the Limited Departmental Competitive Examination for entry to the Clerical /other Cadres in the Offices/Departments – Clarification regarding.
The undersigned is directed to refer to this Department’s O.M .No. 27/2/91-Dir.(C) dated 26.8.94 on the above cited subject and to say that as per existing instructions in the matter, the employees serving in non-statutory Canteens/Tiffin Rooms are eligible to take Examinations/Interviews conducted for recruitment to posts filled up by direct recruitment by Government Departments/Offices. Such employees serving in the nonstatutory Canteens/ Tiffin Rooms are also eligible for age concession as per orders applicable in the case of Central Government employees of comparable status. 2. This Department have been receiving queries from various quarters seeking clarifications regarding the eligibility of Canteen employees to appear at various Limited Departmental Competitive Examinations for promotion to Group ‘C’ posts against departmental quota conducted by the Departments etc where such Canteen staff may be serving. This matter has been considered and it has been decided that Group ‘D’/ Group ‘C’ Canteen employees cannot be permitted to take the Departmental Competitive
Examinations for promotion to the posts of LDC in CSCS/Other Group ‘C’ or Group ‘D’ cadres of the respective Ministries/Departments etc. as such schemes have been evolved to primarily provide accelerated promotions for qualified candidates within their own cadre/stream. The non-statutory Canteen staff already have avenues for promotion in their set up and therefore they cannot be considered for an additional promotional avenues in other cadres/streams. However, non-statutory Canteen/Tiffin Room staff will continue to be eligible to apply and seek appointments to posts which are filled up on Direct Recruitment basis and will also be eligible for the provision relating to age concession.
- All the Ministries/Departments are requested to bring the above instructions to the notice of all subordinate/attached offices under them.
