Subject: Election of Delegates of Kendriya Bhandar – regarding

Sir/Madam,
The undersigned has been appointed as Returning Officer for conducting the election of Delegates, Directors and Chairman of the Kendriya Bhandar as per the provisions of the Multi-Cooperative Societies Act (MSCS Act) 2002, Rules framed thereunder and the byelaws of Kendriya Bhandar.

2. Kendriya Bhandar is a Multi-State Cooperative Society registered under MSCS Act 2002. The General Body of the Society comprises of delegates who are elected out of the shareholders (Members) of the Society as per the byelaws of the Society. As per the byelaws of the Society, the Members (shareholders) have been grouped into 31 constituencies ( 17 in Delhi and 14 outside Delhi) on the basis of the Ministry/Department, its attached/subordinate offices and the places where the Members are employed.
3. Each group shall elect delegates at the rate of one delegate for 150 members or any part thereof. There shall be atleast one lady delegate from each group provided women members/shareholders constitute atleast 10 % in the group and there is a lady candidate, contesting in the election. In the absence of a lady candidate, any candidate can contest the election of delegates against the seat reserved for lady candidate.
4. In exercise of the powers vested as Returning Officer, the undersigned has to appoint a Polling Officer and also a Polling Assistant for each of the constituencies for the purpose of conducting the election of delegates of the Society.
5. You are, therefore, requested to nominate a Polling Officer (Section Officer or equivalent) and Polling Assistant (ASO or equivalent) from your Office/Ministry/Department for conducting the election of delegates of Kendriya Bhandar in your Constituency, which consists mainly of employees of your Ministry/Department and attached/subordinate offices under the Ministry/Department, for conducting the election of Delegates of Kendriya Bhandar.
6. The details of names of eligible shareholders/members in the list of voters are being made available/published at the website of Kendriya Bhandar at www.kendriya bhandar.co.in; in the website of DOPT at persmin.nic.in and would also be displayed in the Kendriya Bhandar Head Office, Pushpa Bhavan, Madangir Road, New Delhi-110 062 at the earliest.
7. The Polling Officer/Polling Assistant may co-opt an employee (preferably at the level of MTS) for assisting him in the conduct of the election of delegates. The name, designation and telephone numbers of the Polling Officer, Polling Assistant and the employee engaged to assist them may be intimated to the undersigned on or before 5^{th } May 2017 positively. It may please be sent by fax (Telefax: 2309 2110) or a scanned copy be sent at g.sreenivasan@nic.in.
8. The Polling Officer/Polling Assistant and the employee engaged to assist him will be paid suitable honorarium (which is likely to be Rs.1500/- for Polling Officer and Rs.1150/for Polling Assistant/employee assisting him) for conducting the election of delegates.
