This office memorandum addresses the issue of Residents Welfare Associations (RWAs) installing iron chains and locking gates in government colonies. The memorandum is circulated to relevant ministries, departments, RWAs, Area Welfare Officers, and Central Government Employees Welfare Coordination Committees.

OFFICE MEMORANDUM

Subject. Putting iron chains by RWA on the Gates of Colonies

It has been brought to the notice of this Department that some RWA’s are putting
iron chains, locking entrance of the public places, etc. in violation of guidelines issued by
the Department of Personnel & Training in the model constitution regarding objective
and functioning of the RWA’s.

  1. It brought to notice of all the RWA vide this Department’s earlier O.M. No
    5/29/2001-Welfare 22nd July, 2005 that access control is not one of the legitimate
    activities of RWA’s in Government Colonies and they are not empowered to manage
    the gates as they have been doing (Copy enclosed).

  2. Any violation of instructions issued by this Department vide O.M. No. 5/29/2001-
    Welfare dated 22nd July, 2005 will be viewed seriously in this Department. The
    instructions are re-iterated and all Residents Welfare Associations are advised to adhere
    to them strictly.
