Subject: Holding of the election of the Managing/Executive Committee of the Central Government Employees’ Resident Welfare Associations for the block years 2017-18 and 2018-19instruction regarding.
Sir/Madam,
In terms of the Department of Personnel & Training’s Office Memorandum of even number dated 07.03.2017 and subsequent O.M. dated 31.3.2017, elections of the office-bearers/members of the Managing Committee/Executive Committee of the Central Government Employees’ Resident Welfare Associations (CGERWAs), recognized by DOP&T, for the block years 2017-18 and 2018-19 was to be held by 31st May, 2017. However, as per the records available with this Department, some CGERWAs have neither conducted election nor initiated the process for conducting the election so far.
- As per the instructions issued by this Department, Managing Committee of such Associations which have not yet conducted elections for the block years 2017-19, ceased to exist as on 1st June, 2017. These Associations will not be able to obtain grants from this Department and will become defunct. As a Welfare measure, this Department encourages the formation of Residents’ Welfare Associations in the Government residential colonies in Delhi/New Delhi and outside Delhi. Therefore, it will be in the fitness of things that elections of these Associations are held immediately to look after the welfare of Central Government employees and their families. It is, therefore, requested that you may please send proposal for constitution of an ad-hoc Committee consisting of 10 executive members, who are non-controversial and impartial, to conduct elections as per the guidelines/Model Constitution. The election of CGERWAs should be conducted only after obtaining approval of this Department for constitution of ad-hoc Committee of the Association.
