Due to the surge in COVID-19 cases in Delhi and surrounding areas, the Department of Personnel & Training has extended the deadline for holding elections for Resident Welfare Associations (RWAs) recognized by DOPT until June 30, 2021, or until further notice. Existing managing committees can continue in their roles until the same date. Recognizing the difficulties in collecting annual subscriptions during the pandemic, the deadline for subscription collection has also been extended to May 31, 2021, with a recommendation to utilize digital payment methods. RWAs are encouraged to prepare for elections as soon as COVID-19 restrictions are lifted, ensuring a free, fair, and transparent process.

Subject: Holding election of the Managing/Executive Committee of the RWAs for the block year 2021-2022 and 2022-2023- instructions regarding.
Sir/Madam,
I am directed to refer to this Department’s letter of even number dated 23.03.2021 on the above mentioned subject and to say that some representations have been received from Resident Welfare Associations requesting for extending the date of holding elections of the RWAs keeping in view the fresh surge in Covid-19 cases in Delhi and outside Delhi. In this regard, Government of NCT Delhi has also issued guidelines dated 10.04.2021.
- The matter has been examined. In view of current situation due to Covid-19, it has been decided by the competent authority to extend the date of holding election of the Residents Welfare Associations recognized by DOPT till 30.06 .2021 or till further order whichever is earlier. The existing Managing Committees and ad-hoc Managing Committees may continue till 30.06 .2021 , as a special case.
- Many RWAs have informed that they could not collect annual subscription due to Covid-19 restrictions. In this connection it is advised that RWAs may collect annual subscription through digital mode. The date of collection of annual subscription is extended up to 31.05 .2021 .
- It is requested that all RWAs may continue to take necessary action for holding the election in free, fair and transparent manner so that they are in the state of preparedness to hold elections as soon as the restrictions issued due to Covid-19 are lifted.
- This issues with the approval of Chief Welfare Officer.
