Discontinuation of Ashoka Emblem on Letterheads of Area Welfare Officers

This communication concerns the use of the Ashoka Emblem on the letterheads of Area Welfare Officers. Following inquiries raised in Parliament and consultation with the Ministry of Home Affairs, it has been determined that the use of the Ashoka Emblem by these officers is contrary to existing instructions. Both letters, dated June 5th, 1998 and September 5th, 2014, direct all Area Welfare Officers to immediately cease using the State Emblem on their letterheads and to confirm compliance. The initial 1998 letter was prompted by observations that some officers were already using the emblem despite prior directives.

Sir,

I am directed to refer to this Department’s letter No. 17/8/98-Welfare dated 5th June, 1998 (copy enclosed) addressed to all the Area Welfare Officers directing them to discontinue use of State Emblem on their letter heads. It has, however, come to notice that some of the Area Welfare Officers are using their letter heads printed with Ashoka Emblem which is contrary to the instructions issued on the subject. All the Area Welfare Officers are requested to strictly comply with the said instructions.

Sir,

It has been brought to the notice of this Department that some of the Area Welfare Officers are using their letter heads printed with Ashoka Emblem. The question of use of Ashoka Emblem by Area Welfare Officers has been recently raised by an Mon’ble Member of Parliament in Lok Sabha. The matter has been examined in consultation with Ministry of Home Affairs who have informed this Department that the use of Ashoka Emblem by Area Welfare Officers on their letter heads is contrary to the instructions issued by that Ministry on the subject and they have advised this Department to instruct Area Welfare Officers to discontinue the use of State Emblem on their letter heads with immediate effect.

  1. In the light of above, all Area Welfare Officers are directed to discontinue the use of State Emblem on their letter heads with immediate effect and a compliance report to this effect be sent to this Department urgently.
