This Office Memorandum from the Ministry of Personnel, Public Grievances and Pensions clarifies the eligibility of the split option under FR 22 (1) (a) (1) for Private Secretaries of the Central Secretariat Service (CSSS) promoted to Principal Private Secretary on an ad-hoc basis. It reiterates a previous decision from March 15th, 2000, stating that this benefit is not applicable to such Private Secretaries. All CSSS cadres are instructed to disseminate this information to relevant personnel. The memorandum also directs the National Informatics Centre (NIC) to publish this OM on the Ministry’s website.

OFFICE MEMORANDUM
Subject :- Exercise of Split Option under Saving Clause of FR 22 (1) (a) (1) by CSSS –
Principal Private Secretaries (ad-hoc) – reg.
The undersigned is directed to say that references seeking clarification whether
the benefit of split option admissible under Saving Clause of FR 22 (1) (a) (1) can be
extended to the Private Secretaries of CSSS promoted as Principal Private Secretary on
ad-hoc basis are being received in this Department. It is pointed out that the matter was
examined earlier in this Department in consultation with the Department of Expenditure
and it was clarified that the benefit was not admissible to such Private Secretaries vide
this Department’s OM of even number dated 15th March, 2000.
- All Cadres of CSSS are once again requested to bring the above decision to the
notice of all concerned.
