OFFICE MEMORANDUM
Subject: Preparation of Select List of Grade I (Under Secretary) of the CSS for the year 2003.
The undersigned is directed to state that due to protracted litigation between Direct Recruit and Promotee Section Officers of CSS, preparation of Select Lists of Grade I (Under Secretary) of CSS have gone in arrears. Select Lists of Grade I of CSS for the years 2001 and 2002 have been issued in this Department’s OM dated 20th August, 2007. Consequent upon restructuring of cadre of Central Secretariat Service in October, 2003, the size of Select List for the year 2003 is expected to be very large. All Ministries/Departments are requested to extend their full cooperation in preparation of the aforesaid Select List. In this regard the following information in respect of Section Officers of CSS from 1983 to 1995 Select Lists may be sent to this Department:-
(i) C.R. dossiers/ACRs upto 2003;
(ii) Vigilance clearance ( as on date);
(iii) Statement of penalties during the last 10 years;
(iv) Integrity certificate;
(v) The names of officers who expired/resigned/retired voluntarily/dismissed/removed from service.
(vi) The category of officers may also be indicated viz. General/SC/ST.
2- Section Officers of CSS ( up to part of 1993 ) Select Lists have already been promoted to the Grade of Under Secretary on ad hoc basis. The aforesaid information in respect of Under Secretaries (adhoc) may be sent to this Department by the concerned Ministries/Departments where these officers are serving. Information in respect of officers serving as Desk Officers/Section Officers may be sent by the cadre units,
controlling the cadre. These information may be sent to this Department urgently and latest by 21st September, 2007.
