This office memorandum addresses the difficulty in preparing the Civil List of the Central Secretariat Service due to a lack of readily available information on Under Secretaries. The Department of Personnel & Training requests all Ministries/Departments to furnish details of their Under Secretaries (both regular and ad-hoc) using a prescribed proforma by April 17th, 2008. The memorandum also instructs the NIC, DOPT to publish the OM on their website immediately. This is a direct response to frequent changes in postings due to a rotational transfer policy.

OFFICE MEMORANDUM
Subject: Information about Under Secretaries of the CSS.
The undersigned is directed to state that this Department is finding difficult to prepare Civil List of Central Secretariat Service for the reason that information in respect of Under Secretaries (both regular and ad-hoc) are not readily available in this Department. Massive changes in the posting of these officers have been effected due to rotational transfer policy. It is requested that the information in respect of all Under Secretaries (both regular and adhoc) in your Ministry/Department may please be furnished to this Department in the prescribed proforma enclosed herewith, as early as possible and latest by 17 th April, 2008.
