This office memorandum clarifies the process for handling pension paperwork when Central Secretariat Service (CSS) officers retire while on deputation to autonomous or statutory institutions. It reaffirms that the department from which the officer was originally deputed is responsible for processing the pension, as they maintain the officer’s service book and receive related contributions. This guidance is reiterated for all Ministries and Departments to ensure consistent application.

OFFICE MEMORANDUM
Subject: Preparation of Pension papers etc. of retiring CSS Officers while on deputationClarification reg.
The undersigned is directed to say that at times CSS Officers superannuate while on deputation, especially in autonomous/statutory institutions. In such cases, often, queries are raised as to which Department will process pension papers of such CSS officers i.e whether the Department from where such officers proceeded on deputation or the Department under which the particular statutory/autonomous body falls. Clarifications have earlier been given that since the Department from where a CSS officer proceeds on deputation has the service book of the officer and receives the leave salary, pension and other contributions from the autonomous/statutory institutions, the pension papers of the officer will be processed by the Department from where a CSS officer proceeds on deputation.
2. It is once again clarified to all Ministries/Departments that whenever a CSS officer on deputation, especially to a statutory/autonomous organization, retires while on deputation, his/her pension papers shall be processed by the Department from where he/she proceeded on deputation.

All Ministries/Departments
