Constitution of Committees for Recommending Posting/Transfer of CSS Officers

C

This Office Memorandum details the constitution of committees tasked with recommending the posting and transfer of Central Secretariat Service (CSS) officers. The move is in compliance with a Supreme Court order and aims to establish a structured process for transfers within the Central Secretariat Service. The memorandum outlines the composition of these committees for different grades of officers – Assistant, Section Officer, Under Secretary, and Director/DS Director – specifying the roles and designations of members. It clarifies that the committees will provide recommendations based on transfer policies, administrative needs, and officer profiles, but the final decision rests with the competent authority. The document also emphasizes that existing transfer policies are directory, not mandatory, allowing for transfers based on administrative grounds.
